The <br />existing site is small and not ideal for a replacement structure due to poor circulation and <br />lack of space for on-site parking for all personnel. Staff identified a larger property at 2807 <br />Newport Boulevard that will fit a new fire station, provide proper pull-through circulation <br />for vehicles, and allow for on-site parking for all personnel. Staff has negotiated the terms <br />of a purchase and sale agreement to acquire the property for $4,000,000. <br />The purchase of the property may be partially offset by the sale of the existing site for <br />approximately $2,350,000 (the site's recently appraised value). <br />RECOMMENDATION: <br />a) Find the execution of a purchase and sale agreement is not subject to the California <br />Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) <br />of the CEQA Guidelines; <br />b) Authorize the City Manager to execute a purchase and sale agreement, and related <br />documents, based upon the major deal points outlined in this staff report to purchase <br />the property located at 2807 Newport Boulevard from MNG Newport Beach, LLC. For <br />illustration purposes only, a sample purchase and sale agreement is attached <br />(Attachment A); and <br />c) Approve Budget Amendment No. 17BA-006 in the amount of $4,010,000, transferring <br />money from the Building Excise Tax Fund, the Cultural and Arts Fund, and the <br />Facilities Financial Planning Fund, to fund the acquisition of the property. <br />26-1 <br />
