MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding will stand as evidence that CSP Dispute Resolution Services and
the Newport Beach Police Department intend to work together toward the mutual goal of reducing
conflict and violence through mediation by providing maximum available assistance for disputing parties
in the County of Orange. Both agencies believe that the Community Justice Project as described
herein will further this goal. To this end, each agency agrees to participate in the program by coordinating
and providing the following services:
The Newport Beach Police Department agrees to refer cases to the CSP Dispute Resolution
Services for appropriate services when probation or the responding officer determines that mediation
may resolve the conflict between disputing parties. Specifically:
• Email or fax referral form to DRS with names, addresses and phone numbers of disputing parties.
• Provide private room, if available, for mediation for the convenience of city residents.
• Identify liaison officer and participate in DRS Community Justice Project meetings as conducted
twice per year by DRS.
CSP Dispute Resolution Services agrees to accept referrals from the Newport Beach Police
Department and provide mediation and/or appropriate services as required for disputing parties.
Specifically:
• Contact disputing parties, evaluate situation to determine if appropriate for mediation.
• Schedule and conduct mediation.
• Provide private room for mediation if none available in the department.
• Provide the referring officer, and/or department, status and resolution on all cases referred.
• Provide appropriate referrals for assistance to other CSP programs or community agencies when
parties are unwilling or unable to resolve conflict through mediation.
We, the undersigned, as authorized representatives of the Newport Beach Police Department and the
CSP Dispute Resolution Services do hereby agree to participate in the DRS Community Justice Project
as outlined in this Memorandum of Understanding which will remain in effect unless terminated by mutual
agreement. rr
