Recently, Newport Beach City Manager <br />Dave Kiff announced his plans to retire after twenty years with the City of Newport Beach <br />("City"). Mr. Kiff's retirement necessitates a couple actions by the City Council: (1) an <br />amendment to Mr. Kiff's existing employment agreement; and (2) the formation of a City <br />Council ad hoc committee to interview and recommend an executive search firm to <br />conduct the search for a new City Manager. <br />RECOMMENDATION: <br />a) Determine this action is exempt from the California Environmental Quality Act <br />("CEQA") pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines <br />because this action will not result in a physical change to the environment, directly or <br />indirectly; <br />b) Adopt Resolution No. 2018-22, A Resolution of the City Council of the City of Newport <br />Beach, California, Approving and Authorizing the Mayor to Execute the Sixth <br />Amended and Restated Employment Agreement between the City of Newport Beach <br />and Dave Kiff, City Manager; and <br />c) Appoint a City Council ad hoc committee to interview and recommend an executive <br />search firm to look for a new City Manager. The ad hoc committee shall make its <br />recommendation to the City Council, and the Mayor is authorized to sign the <br />agreement with the executive search firm. <br />FUNDING REQUIREMENTS: <br />The current adopted budget includes sufficient appropriation for the recommendations <br />included in this staff report. <br />12-1 <br />
