West Coast Highway Landscape Improvements Phase I — <br />Award of Contract No. 7189-1 (181-11) <br />April 24, 2018 <br />Page 2 <br />Staff recommends establishing approximately a ten (10) percent contingency for unforeseen <br />conditions associated with construction. <br />Proposed fund uses are as follows: <br />Vendor <br />All American Asphalt <br />All American Asphalt <br />Various <br />DISCUSSION: <br />Purpose <br />Construction Contract $ <br />Construction Contingency $ <br />Printing & Incidentals $ <br />Total: $ <br />Amount <br />604,284.50 <br />60, 500.00 <br />2,000.00 <br />666,784.50 <br />Pursuant to the Council's 2011 West Newport Citizen Advisory Panel and Neighborhood <br />Revitalization Committee's (CAP) vision, staff has introduced priority beautification elements to <br />the area, which include the undergrounding efforts on Balboa Boulevard from West Coast <br />Highway to Newport Pier and landscape improvements on Balboa Boulevard, along with <br />landscape improvements on West Coast Highway from the Santa Ana River to Newport Blvd. <br />Balboa Boulevard landscaping was completed in 2014. <br />This construction contract focuses on the first of four planned landscaping phases on West <br />Coast Highway, extending from Highland Avenue to approximately 700' east of 61 st Street (City <br />Oil Field entrance). Caltrans has issued a permit for this phase which will include removing <br />existing vegetation and hardscape on three center medians to accommodate new landscaping, <br />replacing existing outdated irrigation systems, replacing missing and degraded parkway <br />landscaping on both sides of the road, and providing a staining restoration treatment for the <br />existing colored/stamped concrete located within the median. <br />At 10 a.m. on March 29, 2018, the City Clerk opened and read the following bids for this pro'ect: <br />** Bid withdrawn due to mathematical error in their bid proposal <br />The apparent low bidder for this project, All American Asphalt (AAA), submitted a bid 24.5% <br />percent less than the Engineer's Estimate of $800,000. AAA submitted all the necessary forms <br />and possesses a Classification "A" California State Contractors License as required by the <br />project specifications. A check of the contractor's references indicates satisfactory completion <br />of similar projects for other public agencies.
