Page 4 EXHIBIT A SCOPE OF SERVICES Valor Water Analytics, Inc. Page A-1 EXHIBIT A SCOPE OF SERVICES This agreement is to run daily apparent water loss analytics for City's water service infrastructure, including its expected advanced metering infrastructure ("AMI") pilot deployment with the goals of assessing whether AMI: i) improves customer water use information, and ii) further enhances operational efficiency within the City of Newport Beach ("City"). Consultant shall perform ongoing apparent loss detection services, to assist the City with its water service infrastructure and implementation ofAMI, meter performance, and water loss control goals: • Phase 1 — Part 1: o Run monthly diagnostics apparent water loss analytics on all City direct read meters (26,700) to identify apparent losses both prior to AMI deployment replacing such direct read meters, and during the pilot installation of 250 new AMI meters that will be installed under a separate agreement between City and Mueller Systems, LLC during such agreement's proof of performance phase. To run from June 2018 through June 2019. • Phase 1 — Part 2: o Run the monthly diagnostics apparent water loss analytics referred to in Phase 1 — Part 1 above for an additional 12 -month period. To run from July 1, 2019 through June 30, 2020; and o 12 -month subscription to run daily apparent water loss analytics on the 250 new AMI meters for the AMI pilot. To run from July 1, 2019 through June 30, 2020. • Phase 2: o Assess and report on the key findings of the AMI pilot and the contribution of AMI hourly data to improving efficiency via real-time anomaly detection in the meter -to -cash processes. Consultant's "Hidden Revenue Locator" will be at the core of these Phases, as it locates and quantifies apparent losses within City's water system. This analytical tool uses trend analysis, data mining, and machine learning methodologies to track and identify a range of places where unbilled water is located across the meter to City's billing system vertical. The tool detects anomalistic usage patterns indicating potential billing, data integration, or metering problems. Eight different hidden revenue categories are detected and reported corresponding directly to the categories listed in the American Water Works Association manual M36, chapter 3. Consultant is already integrated with City's customer information and billing data, and will work with the City's AMI vendor and/or City IT's resources to extract and ingest AMI data once available. Phase 1 (Part 1 and Part 21: Consultant's efforts will provide an empirical basis for decision making for City to assess its investment in AMI, analytics, and associated ability to recover revenue, reduce non - revenue water, improve process efficiency, and resolve end -of -life meter issues. Outputs include daily and monthly reports detailing flagged meters for each of the following indicators: Indicators Description Report Frequency Meter Under- Detects meters whose Monthly (AMI and AMR) Registration accuracy is decreasing over time, causing the meters to register less water than is flowing through them. Meter Read Detects 3 different types of Daily (AMI); Monthly (AMR) Errors meter read errors. -Negative reads -Implausible reads -Consecutive zero reads Meter Right Detects if the customer has a Monthly (AMI and AMR) Sizing water meter sized differently -over-sizing than their demand. -Under-sizing The dashboard is accessible via the secure Valor Portal and produces a report of identified apparent loss meters classified according to: • Apparent Loss Type; • Estimated Revenue Discrepancy; and • Estimated Apparent Water Loss Phase Two: Upon completion of the proof of performance phase outlined in a separate agreement between City and Mueller Systems, LLC, Consultant will be able to compare apparent loss results from 2019 (revenue and water loss performance) with City's pre -AMI levels to assess the revenue and water loss gains attributable to the new AMI metering technology and Consultant's analytics. City staff will gain knowledge regarding: • Scope of meter issues; • Pre -AMI meter performance baseline (i.e. how much water and operational savings can be located right now); • Post -AMI meter -to -cash performance gains (i.e. how much additional water and operational savings can be located with AMI and "next day" or close to "next day" analytics); • The City's value -based evidence for negotiating power with meter vendors; and • Inputs for Senate Bill 555 (Reg. Session 2015) reporting. EXHIBIT B SCHEDULE OF BILLING RATES Valor Water Analytics, Inc. Page 11 EXHIBIT A SCOPE OF SERVICES This Agreement is to run daily apparent water loss analytics for City's water service infrastructure, including its expected advanced metering infrastructure ("AMI") pilot deployment with the goals of assessing whether AMI: i) improves customer water use information, and ii) further enhances operational efficiency within the City of Newport Beach ("City"). Consultant shall perform ongoing apparent loss detection services, to assist the City with its water service infrastructure and implementation of AMI, meter performance, and water loss control goals: • Phase 1: o Run monthly diagnostics apparent water loss analytics on all City direct read meters (-26,700) to identify apparent losses both prior to AMI deployment replacing such direct read meters, and during the pilot installation of 250 new AMI meters that will be installed under a separate agreement between City and Mueller Systems, LLC during such agreement's proof of performance phase; and o Run daily apparent water loss analytics on the 250 new AMI meters for the pilot. Phase 1: Consultant's efforts will provide an empirical basis for decision making for City to assess its investment in AMI, analytics, and associated ability to recover revenue, reduce non - revenue water, improve process efficiency, and resolve end -of -life meter issues. Outputs Valor Water Analytics, Inc.
