PUBLIC HEARINGS SEPTEMBER 11, 2018 AGENDA ITEM NO. 11 Community Development Block Grant Program Year 2017-2018, Consolidated Annual Performance and Evaluation Report I just want to recognize and thank the City for their incredible attention and response to the public. Two months ago at the NB City Arts Commission Meeting, we were talking about the Balboa Theater as it was listed in their pages. There has been effort of holding City Arts Commission programs in that area for the benefit of the Balboa Peninsula business district and residents, more specifically, the parking lot and the public park and gazebo have been used before Mariner's Park opened. Hopefully, we will come up with some interesting and fun activities for the peninsula as we see its revitalization process continue. I asked what happened to the near $500,000 profit made between the real estate purchase and sale of the Balboa Theater by the City of Newport Beach. There being no immediate answer with fully correct detail at the time of that meeting, I now have an answer. The efficiency in communication and action between the Newport Beach City Arts Commission and City Departments seems to be in place and is very pleasing. Thank you. It is this level of cooperation and transparency that shows our City as professional and trustworthy. Reading the Attachment A - Draft Consolidated Annual Performance and Evaluation Report (CAPER) for the 2017-2018 Program Year prepared, it states "Publicly Owned Land or Property The City owned one property in Balboa Village known as the Balboa Theater. The property was acquired in the 1990s with CDBG funds as part of an economic revitalization strategy in place at that time. The City was able to sell the property. In consultation with the HUD Los Angeles Field Office, the City was authorized to use the proceeds of the sale of the Balboa Theater to address the needs of the current Consolidated Plan. The Consolidated Plan was amended to reflect this new resource upon completion of the property sale in the fall of 2016. In addition, the City was authorized to maintain the net sales proceeds in its local account. The funds were allocated to the Public Facilities/Infrastructure ADA Improvements activity in the 2017-2018 Action Plan." Susan D. Cramer September 10, 2018
