Finley Tract RP3 <br />Zoning Administrator, December 13, 2018 <br />Page 2 <br /> <br /> <br />DISCUSSION <br /> <br />Program Need and Setting <br /> <br />The Finley Tract is a residential neighborhood located on the Balboa Peninsula just west <br />of the intersection of Newport Boulevard and Finley Avenue. The Tract is zoned R-2 and <br />developed with a mix of single-family dwellings and duplexes. The area is bound by <br />Newport Boulevard and two narrow waterways of Newport Harbor (Rivo Alto and Rialto). <br />The subject area is westward and adjacent to the Lido Village commercial area that is <br />principally comprised of the Lido Marina Village, Lido Plaza shopping areas, and the Lido <br />House Hotel (Figure 1). For many years, the Lido Marina Village shopping district was <br />underperforming and had high vacancy rates. Recent renovations to this area and other <br />Lido Village properties have revitalized the area. This renewed interest to visit the area <br />has increased parking demands that exceed the available parking supplies at times. <br />Other commercial properties also contribute to non-resident parking demand in the <br />residential area. <br /> <br />Figure 1: Vicinity Map <br /> <br /> <br />Finley <br />Tract <br />2
