M. on the above date. e meeting was called to order by President J. P. Greeley. The roll was called showing the full Board present. The minutes of the previous meeting of April 11th were read approved. The communications were read and referred to the proper of business. UNFINISHED BUSINESS. RESOLUTION NO. 170. eso ut on of the Board of Trustees of the City of Newport Beach ordering the improvement of certain portio. of 19th Street, and the first alley southerly of` Central Avenue from 19th Street to the first alley westerly of 15th Street, and the first alley westerly of 15th Street between Ocean Avenue and Central Avenue, and the first alley easterly of 15th Street between Ocean Avenue and Central Avenue and the first alley southerly of Central Avenue from the first alley easterly of 15th Street to 14th Street within said City, under the Improvement Act of 1911." On motion of Trustee Geo. P. Wilson seconded by Trustee O.H. the foregoing Resolution was adopted by the following vote: Ayes, Trustees J. P..Greeley, J. J. Schnitker, Geo. P. Wilsc Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. RESOLUTION NO. 171. "A Resolution of the Board of Trustees of the City of Newport Beach ordering the improvement of certain portions, of F Street, and the first alley northerly of Central Avenue from F Street to I Street, and I Street, and the first alley northerly of Central Avenue from I Street to J Street, and J Street, and the first alley northerly of Central Avenue from J Street to K Street, and K Street, and the first alley northerly of Central Avenue from.K Street to L Street within said City, under the Improvement Act of 1911." On motion of Trustee J. J. Schnitker seconded by Trustee Geo Wilson the foregoing Resolution was adopted by the following vote: Ayes, Trustees J.P. Greeley, J.J. Schnitker, Geo. P. Wilson Conrad Richter, 0. H. Burke. Noes, Trustees None. Absent, Trustees None. Re: Canvass of votes. This being the first Monday after the 10th day of April, .922, on which date was held a general municipal election in the City >f Newport Beach, the Board of Trustees being in regular adjourned cession, proceeded to canvass the returns and from the canvass ;hereof finds and orders to be here established of record: (1.) At the general.municipal election the City of Newport ch was divided into twa election precincts, Precinct No. 1 and cinct No. 2, and that at each precinct votes were cast as follows.: 498 General election precinct No. 1. For Trustee 0. H. Burke, J. P. Greeley, H. L. Sherman, H. C. Sloan, Goo. P. Wilson, 249 votes, 240 votes, 15 .votes, 11 votes, 49 votes, 236 votes. General Election..precinct No. 2. For Trustee: 0. H. Burke, J. P. Greeley, H. L. Sherman, H. C. Sloan, Geo. P. Wilson, 349 votes, 147 votes, 162 votes, 188 votes, 269 votes; 155 votes. Total number of votes cast in the City of Newport Beach; For Trustee: 589 votes., 0. H. Burke, 387 votes, J. P. Greeley, 177 votes, H. L. Sherman, 199 votes, H. C. Sloan, 318 votes, Geo. P. Wilson, 391 votes. (2.) 0. H. Burke, H. C. Sloan and Geo. P. Wilson received the highest number of votes cast for the office of: Trustees for the City of Newport Beach. (3.) The Board of Trustees declared 0. H. Burke, H. C. S1 and Geo. P. Wilson each duly elected.a Trustee of the City of Newport Beach for the term provided by law, end the 'Clerk was directed to issue and d6liver to each such person a certificate of election. At the special election held in the City of Newport Beach on the 10th day of April, 1922, the proposition &f incurring a debt for the purpose of constructing a municipal improvement, to -wit: a gas retainer or holder, failed to receive the votes; of two - thirds: of all the voters voting at the election, and the Board of Trustees find that the issuance and sale of the bonds in the sum of.$25,000.00 for said purpose is unauthorized. NEW BUSINESS. 0. H. Burke, H. C. Sloan and Geo. P. Wilson being present,) and having each taken the oath of office and duly qualified, as a member of the Board of Trustees of the City of Newport Beach, severally presented and filed their certificates of election and oath of office and entered upon the performance of their duties. J. P. Greeley, President of the Board of.Trustees, retired and Conrad Richter, J. J. Schnitker, Geo. P. Wilson, 0. H. Burke and H. C. Sloan being each a duly elected,.qualified and acting j member of and constituting the Board of Trustees of the City of Newport Beach, proceeded to and did organize said Board by electing J. J. "A Resolution of the Board of Trustees of the City of Newport Beach as the City Council thereof, declarin its intention to close in part Bay Avenue, a street wi the bounds of the City of Newport Beach." On motion of Trustee Geo. P. Wilson seconded by Trustee O.I. Burke the foregoing Resolution was adopted by the following vote: Ayes, Trustees J. J. Schnitker; H. 0. Sloan, Geo. P. Wilson Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. This being the day and hour set for opening bids for drilling a 16" and an 18" well at the pumping plant, the Board in open session opened, examined and declared all sealed bids. received, which bids are as follows: J. H. Mefford, Santa Ana, for 16" well, x$2,380.00 for 18" wall, 22728.90 R. W. Elliott, Garden Grove, for 16" well, 2,467.50 for 18" well, 2,818.90 The above bids were referred to the City Engineer and Water Superintendent for a recommendation. On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan and carried, a map of Tract No. 279 being a subdivision of a portion of Lot 111 of Newport Heights having the approval of the City Engineer, was approved. The communication from the Newport Beach Chamber of Commerce recommending an appropriation for the Valencia Orange Show exhibit at Anaheim was tabled for the present. The request of Theodore Robins to put a gasoline pump on the curb.line in front of Lot 4, Block 9 of Balboa Tract was referred to the Street Committee. On motion of Trustee Geo. P. Wilson seconded by Trustee 0'H. Burke and carried, the request of 0. V. Noble for transfer of License No. 88 to Theo. Robins, was granted. On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan and carried, the request of George Swanson for transfer of lunch counter license in the Balboa Pavilion to E. L. Eubanks was: granted. A petition signed by 38 property owners at Balboa asking the paving of Central Avenue from B Street to L. Street was discussed, and on motion of Trustee Geo. P. Wilson seconded by Trustee 0. H. Burke and carried,, the City Attorney was instructed to prepare proceedings for condemnation of right -of -way in Central Avenue from B Street to L. Street, and the City Engineer to furnish the data for same. No action was taken in regard to the recommendation of the Newport Beach Chamber of Commerce that the City procure 50,000 leaflets for advertising, but the Committee appointed at the last (meeting was continued. Chairman Schnitker then appointed the following standing Committees: Finance Committee, Trustees 0. H. Burke, H. C. Sloan, Street Committee, if H. C. Sloan, Geo. P. Wilson, Police Committee, if Geo. P. Wilson, Conrad Richter, Fire, Water, Gas and Light, " Conrad Richter, 0. H. Burke. 500 On motion of Trustee Geo. P. Wilson seconded by Trustee O.H. Burke the appointment of J. A. Porter as Marshal and ex- officio Tax Collector was: carried by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,1 Conrad Richter, 0. H. Burke. Noes, Trustees None. Absent, Trustees None. On motion of Trustee 0. H. Burke seconded by Trustee Geo. P. Wilson the appointment of Clyde Bishop as City Attorney was carried) by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,), Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. The report of the City Engineer and Water Superintendent on the bids for the well was read, and on.motion of.Trustee Geo. P. Wilson seconded by Trustee 0. H. Burke and carried, all bids were rejected-for drilling the well, except the one from J. H. Mefford, and any checks accompanying same to be returned. On motion of Trustee Geo. P. Wilson seconded by Trustee H. C'. Sloan the bid of J. H. Mefford was accepted and he was: awarded the contract for drilling an 18" well by the following vote: i Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilaon, Conrad Richter, 0. H..Burke. Noes, Trustees None, Absent, Trustees None. On motion of Trustee Geo. P. Wilson seconded by Trustee O.H. Burke and carried, the matter of fire protection for the West end of the City was continued in the hands: of the Fire Committee and Fire Chief. On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan and carried, the Street Committee and Fire Chief Jackson were authorized to get the signs desired for the new wharf at Balboa. On motion of Trustee 0. H. Burke seconded by Trustee Geo. P.! Wilson and carried, the demand of W. M. Ledbetter for the balance due on the contract for the Main Street Wharf was allowed, the warrant not to be delivered until Mr. Ledbetter shows evidence of'completionl of labor and material to the satisfaction of the City Engineer.
