Ordinance No. 1176, being, AN ORDINANCE OF THE CITY OF NEWPORT BEACH REPEALING SECTIONS 20. 02. 115, 20.02.225, 20.02.235 AND Z0. 08. 290 OF THE NEWPORT BEACH MUNICIPAL CODE AND AMENDING SECTIONS 20. 08. 150, 20. 08.270 AND 20.08.280 OF SAID CODE TO PROVIDE FOR THE PROTECTION OF RIGHTS -OF -WAY FOR PROPOSED STREET WIDENINGS AND THE OPEN- ING OF MAPPED STREETS, Planning Commission Amendment No. 217, which was introduced August 22 and passed to second reading on Motion x September 12, 1966, was set for public hearing on Ayes x x x X x September 12, 1966. Absent x x 2. A memorandum dated August 26, 1966 from the City Attorney regarding the proposal from Pacific View Memorial Park for sewer services and related annex- ation timetable was presented. John Vibert, President and General Manager of Pacific View Memorial Park, spoke from the audience. 1 A discussion was had. A notice from the Coastal Municipal Water District advising all members that its Board of Directors will consider securing further operation of Coastal Munici- pal Water District and requesting an expression of wishes of such an engineering study in writing for consideration at the next board meeting to be held on September 8, 1966, was considered. Mayor Gruber read his proposed reply to the Coastal Municipal Water District expressing the Council's approval of the Bookman and Edmonston Report of ;ianuary 4, 1966, and stating that the City of Newport Beach favors discussion and review of the proposed study by the Study and Advisory Committee prior to any formal action by the Coastal Municipal Water District. Subject letter was approved as written and Mayor Motion x Gruber was directed to forward it to the Board of Ayes x x x x x Directors. Absent x x 4. Resolution No. 6440, establishing procedure for Motion x Council seating arrangement, was adopted. A discussion was had. Councilman Rogers requested that he and Councilman Parsons be appointed to the committee. A vote was taken on Councilman Parsons' motion, Ayes x x x x x which motion carried. Absent x x Mayor Gruber nominated Councilmen Rogers and Parsons to be an ad hoc committee of two for the pur- pose of pursuing study on Councilmanic procedures and coordinating its findings with those of the staff; com- mittee to cease to function when the final report is received by the Council; and title of the committee to be "Council Procedures Committee ". The nominations and recommendations of the Mayor Motion x were approved. CURRENT BUSINESS: 1. Public Works Director Joe Devlin reviewed for the I Council's information a proposed plan for the ocean outlet from Keys Marina. It was the concensus of the Council that the staff should follow this project closely. Councilman Shelton joined the meeting at 8:30 P. M. 3.
