The girls presented each member of the Council with a hand painted rock. Present xxxxxxx Roll Call. The reading of the Minutes of the Adjourned Meeting of April 24 and of the Regular Meeting of April 24, 1972 Motion x was waived, said Minutes were approved as written and Ayes xxxxxxx ordered filed. Mayor McInnis opened the continued public hearing Oc, in accordance with Resolution No. 7626, a Resolution Fr, of Intention to order the closing up, vacation and Va, abandonment of a portion of a certain street known as Ocean Front (15 feet of Ocean Front located at 6200 Ocean Front in exchange for the dedication of an alley over the northerly 15 feet of Lot 1, Block B, Seashore Colony Tract). Robert W. Peinado spoke from the audience and requested a continuance of the hearing for four weeks. Motion x The hearing was continued to June 12, 1972. Ayes xxxxxxx 2. A letter from Grant Company of California dated May 2 further defining conditions of Use Permit 1585 relating to Superior Avenue widening, a connecting loop street and offsite drainage, was presented. The following letters were presented after the agenda was printed: Letter from F. F. McClatchie, lessee of property at 1519 Monrovia Avenue expressing no objection to the development if a temporary easement over his leased property is granted, and letter from Robert H. Grant Corporation stating that F. F. McClatchie has a five -year ground lease from Alexander Higuera. Mike Johnson, President of the West Newport Improvement Association, spoke in approval of the revised conditions and urged that a high priority be placed on the widening of Superior Avenue. Harvey Pease spoke from the audience and stated he was satisfied if the additional conditions recommended by staff were imposed. A report was presented from the Community Develop- Use ment Director regarding Use Permit Application No. Permit 1585, requesting a residential development of 494 1585 attached single- family dwellings on 37.1 acres of (Newport land, portion of Lots 1 and 2, Tract 463 (Banning Crest) property- Newport Crest), located on the westerly side of Superior Avenue, north of Pacific Coast Highway and at the southerly end of Monrovia Avenue, zoned R -3 -B -2 and Unclassified. A letter from the West Newport Beach Improvement Association expressing concern regarding the traffic impact of the Versailles and Newport Crest develop- ments, especially as it relates to Superior Avenue which is a direct emergency route to Hoag Hospital, • was presented. Sally Lyon, President, and Judy Wilson, Vice President of the Balboa Peninsula Point Association, spoke from the audience and requested that subject project be deleted permanently from the Master Park Plan. The proposed plans for the improvement of the West Action x Jetty View Park were abandoned, and the staff was Lye xxxxxxx directed to investigate the possibility of purchasing bleachers and back stops for the Balboa Pier Park. 2. Walter Ebert and Bob Orman, Broadmoor residents, expressed opposition to both projects. Sheldon Liss spoke in favor of the buildings as planned for the 200 block. Allan Beek suggested that a decision should be held up until the landowner resolved the problem with the homeowners. Carl Kymla recommended that no building permits Newport be issued in Block 100, Newport Center, until a Center site plan could mutually be agreed upon between Bldg Hgts The Irvine Company and the involved homeowners. Robert Shelton, governmental relations consultant, representing The Irvine Company, spoke from the audience and suggested that The Irvine Company be urged to develop its concept for Block 100 and to review proposed building plans immediately with the Council if an agreement is not reached with the homeowners. ion x The following Council Policy Statement was adopted: s xxxxxxx "The Irvine Company is urged and requested to move with maximum haste to develop a concept for Block 100, Newport Center, and to meet with the homeowners in the area to arrive at a mutual agreement. Thomas Malcolm, President of the Lido Isle Community Association, requested the Council to lift the moratorium on the proposed installation of lights on the Lido Isle Community Association's tennis courts. Judy Franco spoke from the audience in favor of lighting the tennis courts.
