The appeal application of Pamela Rose was presented
with a report from the Community Development Depart-

Letters from Charlotte Macdonald and William S.
Pacini were presented objecting to the restaurant.
Letters opposing the restaurant were received after
the agenda was printed from Gladys Hughes and Fern
Torrance.
Letters supporting the restaurant were received after
the agenda was printed from Judith G. Siracusa;
Ronald L. Rodgers; Robert M. Hixson, Jr.; David,
Midge, Jennifer, Scott, Kevin and Katie Seely; Hal
Holleman; Ann and Maurice Fletcher and Richard Nimmo
for James Beard.
Pamela Rose addressed the Council and presented a
petition bearing 31 signatures of residents opposing
the proposed restaurant.
Paul Hummel asked for and was given assurance that
the off - street parking was guaranteed.
Randy Johnson, applicant for the Use Permit, addressed
the Council.
Jim Wood and Bernie Piazza addressed the Council in
support of the restaurant.

Councilman Ryckoff made a motion to sustain the
decision of the Planning Commission and to incorporate
by reference the recommendations of the Planning
Commission.
Councilman Williams asked that the motion be amended
to add a Condition No. 9 to require the provision of
adequate lighting in the parking lot, which amendment
was accepted by the maker of the motion.

NUISANCES" OF THE NEWPORT BEACH MUNICIPAL CODE,
authorizing the Marine Department to issue citations
for dog violations on the beaches, was presented for
second reading.
Marine Director David Harshbarger gave a brief staff
report.
Ordinance no. 1668 was adopted. 1 0 -1668
BUSINESS:
A report dated April 12, 1976 was presented from Off -site
the Community Development Department regarding the Prkg/
request of the Old Spaghetti Factory restaurant to Old

Bob Roubian, proprietor of the Crab Cooker, addressed
the Council in opposition to the relocation of the

Allen Weber, a traffic engineer representing Bob
Roubian, addressed the Council regarding use of the
Blurock parking lot by the Spaghetti Factory.
Councilman McInnis made a motion to postpone the
matter to June 14.
Cecil Wright, attorney representing the Spaghetti
Factory, addressed the Council and was granted two
additional minutes for his presentation.
A vote was taken on Councilman McInnis' motion,
which motion carried.
A report was presented from the Parks, Beaches and Park &
Recreation Commission regarding acquisition of open View Sites
space and consideration of a bond election.
Don Renner addressed the Council and asked that the
two lots adjacent to Inspiration Point be removed
from the proposed acquisition.
