Mayor Dostal opened the public hearing regarding Open Space Ordinance No. 1730, being, Districts 0 -1730 AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING CHAPTER 20.52 OF THE NEWPORT BEACH MUNICIPAL CODE AS IT PERTAINS TO THE 11OS" OPEN SPACE DISTRICT, Planning Commission Amendment No. 494, initiated by the City of Newport Beach. A report was presented from the Community Develop- ment Department. Motion x The hearing was closed after it was determined Ayes x x x x x x that no one desired to be heard. Mayor Dostal opened the public hearing regarding a Use Permits request initiated by the City of Newport Beach to No. 1476 consider revocation of Use Permit No. 1476 and Use and 1674 - Permit No. 1674, which permit the operation of a restaurant with alcoholic beverage service and live entertainment at 100 Main Street, Balboa (Studio Cafe), to determine whether or not said use permits currently held by Houik Abramian should be revoked for failure to comply with Section 12.44.125 of the Newport Beach Municipal Code (Commercial In Lieu Parking Fees) and Title 20 of the Newport Beach Municipal Code (Planning and Zoning). A report was presented from the Community Develop- ment Department. Owen Hawley, owner of Harbor Towing Service, presented a letter regarding the action taken by the City of Costa Mesa in response to similar requests for rate increases, and asked that the rates be standardized between the two cities. A report from the Newport Pier Concession Newpor Committee was presented regarding the proposals Conces; received for the concession. _ •Russell Bostrom, attorney representing Ronald Verbs and Carol Ann Koelble, addressed the Council and asked that Council postpone the awarding of the Newport Pier concession contract. Steve Greyshock addressed the Council regarding fishing knowledge as an important factor for the concessionaire. A report was presented from the Community Develop- Tract ment Department regarding Final Map of Tract No. 9740, a request of Koll Center Newport to approve a final map to subdivide 10.429 acres into thirteen numbered lots for office development and two numbered common area lots to be developed for parking, ingress and egress, and landscape areas, located on the easterly side of Von Karman Avenue between Campus Drive and Birch Street in Koll Center Newport (Phase I of Tentative Map Tract No. 9626). Cost Sharing Undeveloped Bob Vasquez of The Irvine Company addressed the Land Council and requested clarification of various terms in the Council Policies. It was the consensus of the Council that the questions should be put in writing so that they could be considered in conjunction with other possible "housekeeping" changes to be made. BA -84, $350 increase in Budget Appropriations and decrease in Unappropriated Surplus for a • calculator for the Water Billing Clerk since the 10% increase in water rates makes it difficult calculating on an adding machine, to Water, Office Equipment, Water Fund.
