Mayor Hart extended the privilege of the floor to the newly re- elected Council Members, who responded with appropriate remarks. 2. Proposed adoption of COUNCIL POLICY A -1 Council (TERM OF MAYOR AND MAYOR PRO TEM), was Policy presented for consideration as follows: A -1 (69) "Section 404 of the City Charter provides for the selection of the Mayor and the Mayor Pro Tem by the City Council. This section provides that a Mayor and a Mayor Pro Tem shall be selected at least as often as Councilmanic elections are held and that the Mayor and Mayor Pro Tem shall serve at the pleasure of the City Council. "Effective with the selection of the Mayor and the Mayor Pro Tem during November of 1984, it is the policy of the City Council that the Mayor and the Mayor Pro Tem election shall occur every year thereafter. The election shall occur either during the last . regular meeting of November, or at an adjourned meeting of November, at the discretion of the City Council." Motion x Council Member Strauss expressed his reasons for supporting the policy, and made a motion to approve Council Policy A -1, Election of Mayor and Mayor Pro Tem. Council Member Heather also spoke in favor of the policy; and Council Member Cox commented in opposition to the proposed policy. Ayes x x x x x The motion was voted on and carried. Noes x x NEW BUSINESS: 1. The City Clerk administered the Oath of Office prescribed in the State Constitution to the elected candidates, and presented each with a Certificate of . Election. Motion was made to adopt Resolution No. Res 84 -133 11 Ayes 84 -133, which was presented, declaring Election results of the General Municipal (39) Election held on November 6, 1984. 4. Mayor Hart relinquished the gavel to the City Clerk, who, in presiding for the election of the new MAYOR, placed all members of the Council on an equal basis to nominate and elect. 5. ELECTION OF MAYOR: Motion x Motion was made to nominate the Mayor by secret ballot and conduct the election by secret ballot. Motion x Substitute motion was made to nominate Ayes x x the Mayor orally and conduct the Noes x x x x x election by secret ballot, which motion FAILED. Ayes x x x x The motion on the floor was voted on and Noes x x x carried. 6. Nominations were received in accordance with the method established for voting. 7. The ballots were tabulated by the City . Clerk and City Attorney, and it was announced that Philip R. Maurer was elected for the Office of Mayor. 8. The new Mayor, took his place at the Council table. Mayor Maurer, on behalf of the Council, presented Evelyn Hart with the Mayor's Plaque and a dozen red roses for her leadership as 'Mayor from January 4, 1983 to November 20, 1984. Council Member Hart also received a dozen red roses from Council Member Heather. Outgoing remarks were made at this time by Council Member Hart. 9. ELECTION OF MAYOR PRO TEM: Motion x Motion was made to nominate the Mayor Pro Tem by secret ballot and to conduct the election by secret ballot. Motion x Substitute motion was made to nominate x x x the Mayor Pro Tem orally, and to conduct x x x x the election by roll call vote, which motion FAILED. The ballots were tabulated by the City Attorney and City Clerk. It was announced that there would have to be a run -off between Council Members Agee and Plummer, as a majority vote was required. Ballots were cast again and tabulated by the City Clerk and City Attorney. 10. The City Clerk reported that Council Member Ruthelyn Plummer had been elected as the new Mayor Pro Tem. x 11. Mayor Maurer acknowledged former Mayor Doreen Marshall, and former Council Member Robert Shelton, who were in attendance. x 14. Motion was made to adopt Resolution No. 84 -134, .which was presented, authorizing an allowance of two hundred seventy -five dollars and thirty -nine cents per month to the Mayor, in accordance with Section 404 of the Charter.
