Ex Officio — Mayor Will O'Neill <br />FUNDING REQUIREMENTS: <br />There is no fiscal impact related to this item. <br />DISCUSSION: <br />On January 14, 2020, the City Council adopted Resolution No. 2020-6 which dissolved <br />the General Plan Update Steering Committee and established the Housing Element <br />Update Advisory Committee, comprised of a Chair, Vice Chair, and residents of the <br />community with specific expertise appointed by the Mayor and confirmed by the City <br />Council. The Housing Element Update Advisory Committee is an ad hoc committee with <br />limited terms, is subject to the Brown Act, and will be responsible for (1) ensuring there is <br />sufficient public outreach and stakeholder input regarding the update to the Housing, <br />Land Use and Circulation Elements of the General Plan and any other Elements deemed <br />necessary, (2) reviewing responses to the Request for Proposal for services to update <br />the Housing, Land Use and Circulation, and other Elements as deemed necessary, (3) <br />making recommendations to the City Council regarding the Housing, Land Use and <br />Circulation, and other Elements as deemed necessary, (4) providing guidance to City staff <br />regarding the consultant through the outreach process, (5) providing guidance to City staff <br />and the consultant on goals and policies related to the update of the Housing, Land Use <br />and Circulation, and other Elements as deemed necessary by the Committee or City <br />Council, and (6) making other recommendations to the City Council regarding the update <br />of the General Plan, as necessary. <br />Pursuant to Resolution No. 2020-6, the City Clerk prepared and posted a Notice of <br />Opportunity to be Appointed to the Housing Element Update Advisory Committee on <br />Wednesday, January 15, 2020, in the City Clerk's Office, at the Central Library, on the <br />bulletin board in the City Council Chambers, and on the City's webpage; and also had the <br />Notice published in the Daily Pilot on Saturday, January 18, 2020. As provided in the <br />Notice, applications were accepted until Saturday, January 25, 2020. The City Clerk's <br />Office received 44 applications. <br />6-2 <br />
