RESOLUTION NO. 2020-20 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH, CALIFORNIA, APPROVING THE <br />AGREEMENT FOR TRANSFER OR PURCHASE OF <br />EQUIPMENT/SERVICES OR FOR REIMBURSEMENT OF <br />TRAINING COSTS FOR THE FISCAL YEAR 2018 URBAN <br />AREAS SECURITY INITIATIVE (UASI) BETWEEN THE <br />CITY OF NEWPORT BEACH AND THE CITY OF <br />ANAHEIM. <br />WHEREAS, the Federal Urban Areas Security Initiative ("UASI") Grant Program <br />dedicated funding support to select high threat, high density, urban areas in order to <br />address their unique multi discipline planning, organization, equipment, training, and <br />exercise needs to prevent, protect against, respond to, and recover from threats or acts <br />of terrorism; <br />WHEREAS, the City of Anaheim, acting through the Anaheim Police Department <br />in its capacity as a "Core City" for the Anaheim Urban Area under the Fiscal Year 2018 <br />UASI Grant Program, has applied for, received and accepted a $1,819,025 grant ("Grant <br />Funds") entitled "Fiscal Year 2018 Urban Areas Security Initiative" from the Federal <br />Department of Homeland Security ("DHS") Federal Emergency Management Agency <br />("FEMA"), through the State of California Governor's Office of Emergency Services ("Cal <br />OES"), for use in the County of Orange to provide for terrorism prevention and <br />enhancement of countywide emergency preparedness; <br />WHEREAS, the City of Anaheim is the administrator of the Fiscal Year 2018 UASI <br />Grant Program and distribution of the Grant Funds. The City of Anaheim desires to <br />distribute a portion of the Grant Funds to the City of Newport Beach ("City") in accordance <br />with the terms and provisions of that certain "Agreement for Transfer or Purchase of <br />Equipment / Services or for Reimbursement of Training Costs for FY2018 Urban Areas <br />Security Initiative (UASI)" in the form attached hereto as Exhibit 1 (the "Agreement"); and <br />WHEREAS, the City desires to enter into the Agreement and to use such Grant <br />Funds as are made available to the City by the City of Anaheim in accordance with the <br />terms and provisions of the Agreement for the purpose of, among other things, providing <br />its first responders with equipment and training to better prepare for a terrorist threat or <br />attack and/or natural disaster. <br />NOW, THEREFORE, the City Council of the City of Newport Beach resolves as <br />follows: <br />
