BACKGROUND: Attached is a letter from the Orange County Director of Public Works and an agreement outlining mutual aid arrangements between cities and counties to repair major infrastructure damage following a major earthquake or other disaster. This agreement enables the manpower and equipment of several agencies to be dispatched to the scene of a disaster located in any one of the agencies. ANALYSIS: The Directors of Public Works, Utilities and General Services reviewed this agreement. Public Works has no such resources, Utilities has entered a similar agreement with other water and sewer agencies, and General Services recommends that Newport Beach enter this agreement. The General Services Director would be designated as the City's coordinator to handle dispatching and reimbursement for use of all City resources. The attachments provide additional detail.
