Box I Newport Beach, California 92663 Dear Tom: Thank you for your letter of December 15th concerning the sediment monitoring program. As you know, this has been an ongoing problem for years in Newport Beach. The City, along with The Irvine Company and other local governments, have recognized the need of working to- gether to help resolve the severe sediment. Concerning the specifics of the new proposal for fund- ing the program, it is my opinion that the City of Newport Beach would cooperate and provide the first year estimated funding of $12,390. Additionally, it is my opinion that this City would continue in succeeding years by providing an annual appropriation of $9,240 as out- lined in your December 15th letter. Concerning the applicant agency, it would be my first priority to ask the County of Orange to be the applicant or lead agency in this program, inasmuch as the drainage basin extends into a number of jurisdictions within the County of Orange. If representatives of Orange County reject a lead agency role, then I believe this City would assume that role. In any event, it would certainly be expected that Orange County would financially participate in the project whether they were the applicant agency or the City of Newport Beach is the applicant agency. Box I Newport Beach, California 92663 (714) 644-3011 December 15, 1981 Robert Wynn City Manager City of Newport Beach 3300 Newport Blvd. Newport Beach, CA 92663 Subject: Sediment Monitoring Program Dear Bob: d- DEC 21 1981 City Manager City of N6"rt Beach ,< A6 As you are aware, we have been attempting to secure Orange County Environmental Management Agency financial participation in the proposed sediment monitoring program which we hoped would be a joint project of Orange County, the Cities of Newport Beach and Irvine, U.S.G.S. and the Company with the County being the lead agency. At this point, we believe further efforts to secure County finan- cial participation in the proposed monitoring program would not be successful. Although we strongly feel that the County should financially participate and take the lead in this program, it seems apparent that unless the Cities of Irvine and Newport Beach and ourselves move ahead, no progress will be made in establishing this much needed monitoring program. Therefore, we recommend that the Cities of Irvine and Newport Beach and the Company proceed with an appli- cation to U.S.G.S. for 50% funding of the sediment monitoring program. As. U.S.G.S. requires that the applicant be a public agency, we suggest that the City of Newport Beach be the applicant agency. Under our original proposal, the County was, in the first year, to contribute $16,520 or 20% of the total project costs. Recognizing that any direct financial contribution by the County is unlikely, we would like to suggest that the County's share be divided with the Company assuming one-half and each city assuming one quarter. Please let me know if you have any questions concerning this revised program. If not, please let me know when you plan to bring this matter for- ward for concurrency with your City Council.
