WHEREAS, certain changes in salaries have been made so far as the employees of the City of Newport Beach are concerned; S and WHEREAS, it is necessary under the law, to fix the salaries of the employees of the City of Newport Beach, either by resolution or ordinance of said city; and WHEREAS, the salaries of the employees of the city of Newport Beach have heretofore been fixed by resolution of the City Council of the said city of Newport Beach.
