ORDINANCE. NO. 538 <br />WHEREAS, The California Vet- <br />erans' Committee has been created <br />by the Governor of the State of <br />California for the purpose of as- <br />sisting returning veterans of <br />World War II by the dissemination <br />of information, guidance and coun- <br />selling of such veterans, and to as- <br />sist them in securing the benefits <br />provided by Federal and State <br />Governments; and <br />WHEREAS, The California Vet- <br />erans' Committee has officially re- <br />quested the cities and communities <br />of the State to assist and expedite <br />the formation of local Veteran Af- <br />fairs Committees; and <br />WHEREAS, The City of New- <br />port Beach desires to assist in the <br />program of the California Veter- <br />ans' Committee by coordinating all <br />of its public and private facilities, <br />resources, and activities with the <br />program aforesaid; <br />NOW, THEREFORE, The City <br />of Newport Beach, by and through <br />its City Council, does ordain as <br />follows: <br />SECTION I. There is hereby <br />created the Veteran Affairs Com- <br />mittee of the City of Newport <br />Beach. <br />SECTION II. Said Veteran Af- <br />fairs Committee shall be composed <br />of the mayor, who shall be ex <br />officio chairman of the commit- <br />tee, and representatives of the <br />American Legion, Veterans of <br />Foreign Wars of the United <br />States, Disabled American Vet- <br />erans, American Red Cross, Cali- <br />fornia Federation of Women's <br />Clubs, and other State and Federal <br />agencies and departments, and <br />public and private organizations <br />and agencies concerned with vet- <br />erans' affairs and problems. Said <br />representatives shall be appointed <br />by the Mayor with the advice and <br />approval of the city council. One <br />of the members of the committee <br />shall be designated as general <br />chairman and one as secretary, <br />and from the general membership <br />of the committee there shall be ap- <br />pointed an executive committee of <br />12 members to act with the gen- <br />eral chairman. <br />SECTION III. The members of <br />said Veteran Affairs Committee <br />shall serve for a term of one year <br />and until their successors are ap- <br />pointed and qualified. A majority <br />vote of the members of the city <br />council will be required to remove <br />any member of said Veteran Af- <br />fairs Committee from office prior <br />to the expiration of his term of of- <br />fice. Vacancies on the Veteran Af- <br />fairs Committee shall be filled by <br />appointment by the mayor, with <br />the approval of the city council. <br />SECTION IV. It shall be the <br />duty and responsibility of the Vet- <br />eran Affairs Committee, to co- <br />ordinate the activities within the <br />city of governmental and private <br />agencies, and of induviduals co- <br />operating in the committee pro- <br />gram; and to stimulate public in- <br />terest and participation in the pro- <br />gram; and to perform such other <br />advisory functions as may be re- <br />quested of it by officials of the <br />city, county, State, and Federal <br />agencies engaged in the program. <br />Said committee shall receive, <br />acknowledge, and appraise prof- <br />fers of facilities, services, and <br />ideas originating within the com- <br />munity and make appropriate dis- <br />position of same; clear the infor- <br />mation concerning the programs <br />and objectives among cooperating <br />agencies; recommend adjustments <br />or arrangements necessary for <br />prompt assimilation of programs <br />to the appropriate officers, depart- <br />ments, or agencies; receive re- <br />quests for assistance from the Cal- <br />ifornia Veterans' Committee and <br />transmit these requests to the <br />proper city authorities or agen- <br />cies; accumulate or assist in the <br />accumulation of information . re- <br />garding local governmental, finan- <br />cial, economic, industrial, and hu- <br />man facilities and resources and <br />transmit any such facts, as well <br />as ither necessary information, to <br />the California Veterans' Commit- <br />tee. <br />The committee shall aid the vet- <br />erans of the community to under- <br />stand thoroughly the benefits pro- <br />vided by Federal and State Gov- <br />ernments and assist them in se- <br />curing such benefits. <br />The committee shall aid the vet- <br />eran and his family in problems <br />which arise from the act of re- <br />establishing himself in civilian en- <br />terprise. <br />The committee shall invite the <br />organizations, agencies and groups <br />in the community concerned with <br />veterans' affairs into a single <br />group for controlled and coordin- <br />ated effort. <br />SECTION V. The function of <br />the Veteran Affairs Committee of <br />the City of Newport Beach shall <br />be carried on through a Veteran <br />Affairs Center where the veteran <br />can obtain general information, <br />counselling and referral to specific <br />groups for assistance in business <br />and personal difficulties. <br />The Veteran Affairs Center <br />shall be under the supervision of <br />a paid director, said director to <br />carry out the mandates and in- <br />structions of the Veteran Affairs <br />Committee, effect coordination and <br />cooperation between the partici- <br />pating organizations, and main- <br />tain the necessary office procedure <br />to assure an efficient veteran serv- <br />ire function. <br />SECTION VI. The Veteran Af- <br />fairs Committee shall create such <br />sub - committees as may be requir- <br />ed to properly execute its duties <br />and functions. <br />SECTION VII. This ordinance <br />is hereby declared to be an emer- <br />gency measure and shall take ef- <br />fect immediately; such emergency <br />being that it is necessary for the <br />preservation of the public peace, <br />health and safety, that this ordin- <br />ance become effective immedi- <br />ately. The following is a specific <br />statement showing the urgency of <br />this ordinance: <br />An emergency exists in the <br />United States and in this State in <br />providing adequate information <br />and aid to returning veterans of <br />World War II. to enable them to <br />readjust themselves to the con- <br />ditions of civil life and to secure <br />the benefits provided for them by <br />Federal and State Laws. <br />SECTION VIII. The City Clerk <br />shall certify to the separate vote <br />on the urgency of this Ordinance <br />and to its passage by the vote of <br />five members of the City Comicil <br />of the City of Newport Beach, and <br />shall cause the same to be pub- <br />lished once in the Newport Balboa <br />News - Times, a semi - weekly news- <br />paper of general circulation print- <br />ed, published and circulated in the <br />City of Newport Beach. <br />I hereby certify that the ques- <br />tion of the urgency of the fore- <br />going ordinance was passed, and <br />the foregoing ordinance w a s <br />,adopted, by the vote of five mem- <br />bers of the City Council of the <br />City of Newport Beach at an <br />adjourned regular meeting held on <br />the 00th day of August, 1945. <br />AYES: Councilmen Allen, Stan- <br />ley, Isbell, Reed, Hall. <br />NOES, Councilmen: None. <br />ABSENT, Councilmen: None. <br />The above and foregoing Ordin- <br />ance is approved by me this 17th <br />day of September, 1945. <br />CLYAN H.
