Its urgency arises from the <br />following facts: <br />Automobile trailers are not so <br />constructed as to conform to build- <br />ing standards heretofore adopted <br />by the City of Newport Beach for <br />either residential or business struc- <br />tures. Automobile trailers do not <br />have the necessary sanitary and <br />health facilities for use as business <br />structures. Certain applications, for <br />use of trailers as business struc- <br />tures are imminent.
