VALUATION OF All <br />TAXABLE PROPERTY. WITH- <br />IN THE CITY OF NEWPORT <br />BEACH, THE PROCEEDS <br />THEREOF TO BE FOR THE <br />PROVIDING FOR AND MAIN- <br />Z TENANCE OF THE PUBLIC <br />LIBRARY OF THE CITY OF <br />NEWPORT BEACH, AND <br />PROVIDING FOR THE FIX- <br />ING OF SAID LIBRARY TAX <br />RATE IN A LESSER AMOU]Y <br />BY ORDINANCE OF THE <br />CITY COUNCIL, AND ORDER- <br />ING THE SUBMISSION OF <br />SAID ORDINANCE TO THE a• <br />ELECTORS OF THE CITY OF <br />NEWPORT BEACH AT THE <br />GENERAL MUNICIPAL <br />ELECTION TO BE HELD IN <br />SAID CITY OF NEWPORT <br />BEACH ON THE 13th DAY OF <br />APRIL, 1954. <br />The People of the City of New- <br />port Beach do ordain as follows: ___ <br />SECTION 1: Section 2601 of <br />the Municipal Code of the City of <br />Newport Beach is hereby amend- s <br />-ad to read as follows: C <br />"Section 2601. Library Fund.[I <br />Pursuant to the assent of the ma r <br />jority of the qualified electors of 1 <br />the City, voting at an election held <br />on the 13th day of April, 1954, <br />a tax in an amount to be deter- <br />mined by the City Council of the <br />City of Newport Beach by ordi- <br />nance, but in no event to exceed <br />the sum of 10¢ shall be levied in <br />each fiscal year upon each $100.00 <br />of the assessed valuation of all <br />taxable property within the City <br />.for library purposes. Such tax <br />shall be in addition to all other <br />taxes which the City is authorized <br />tto levy. Such tax shall be collected <br />in the same manner and at the <br />same time as other municipal <br />taxes are collected, and the pro- <br />ceeds therefrom shall be paid into <br />the treasury of the City to the <br />credit of the "Library Fund" and <br />the money therefrom shall be ex- <br />pended for public library purposes <br />in providing for and maintaining <br />the public library and its branch - <br />es in the City." <br />SECTION 2: This Ordinance <br />shall not become effective until <br />the same shall have been submit- <br />ted to the electors of the. City of ; <br />Newport Beach at a general elec- <br />tion to be held• in the City of <br />Newport Beach on the 13th day of <br />April, 1954, and at said general <br />election there s h a 11 be and is <br />hereby submitted to the electors <br />of the City of Newport Beach, <br />this Ordinance, and the electors <br />of the City of ,Newport Beach <br />shall be, and they are hereby, in- <br />vited to vote for or against this <br />Ordinance, and the adoption there- <br />of; and the form in which this <br />said ordinance shall be submitted <br />to said electors as hereinbefore <br />provided for, shall be as follows: <br />"PROPOSITION No. 1 <br />Shall Ordinance No. 710 <br />of the City of Newport <br />Beach, amending Sec- .i <br />tion 2601 of the Munici- <br />pal Code of the City of <br />Newport Beach, provid- <br />ing for the levy and <br />collection for the pur- <br />pose of providing and <br />maintaining the Public <br />Library in the City of I Yes I <br />Newport Beach, for I No <br />each fiscal year, of a <br />tax of ten cents (100) <br />on each One Hundred <br />r <br />ti <br />County Clerk's Filing Stamp <br />Dollars of the assessed <br />valuation of all taxable <br />property within the <br />City of Newport Beach <br />which is taxable therein <br />for municipal purposes, <br />and providing for the <br />fixing of said Library <br />tax rate at less than <br />10¢ per $100.00 by Or- <br />dinance of the City <br />Council in the discre- <br />tion of the City Council, <br />be adopted ?" <br />SECTION 3: If at said election <br />the majority of voters vote in <br />favor of this Ordinance, and if <br />upon canvassing the votes so <br />cast thereat, a majority of them <br />are found to be in favor of this <br />Ordinance, it shall become effect- <br />ive 10 days after the canvassing <br />of said votes so cast, and said <br />tax shall be- levied and collected <br />fop and used in the manner pro -, <br />vided for herein. <br />SECTION 4: The above and <br />foregoing ordinance shall be <br />published once in the Newport - <br />Balboa Press, a newspaper of <br />general circulation, printed, pub - <br />lished and circulated in the City <br />of Newport Beach, and upon said <br />publication and upon its being <br />voted in favor of by a majority <br />. of the votes cast at the election <br />as shown by the canvass of said <br />votes, and upon the expiration of <br />10 days from the canvass of said <br />votes, it shall take effect and be <br />in force. <br />The above and foregoing Ordi- <br />nance was passed at a regular <br />meeting of the City Council of <br />the City of Newport Beach held <br />on the 23rd day of February, <br />' 1954, by the affirmative vote of <br />the following members thereof, <br />to wit: <br />AYES, Councilmen: Smith, <br />Finch, Isbell, Bennett, Miller. <br />Noes, Codncibnen: None <br />ABSENT Councilmen: None <br />NORMAN MILLER <br />Mayor <br />ATTEST: <br />C.
