ORDINANCE NO. 861
AN ORDINANCE OF THE
CITY OF NEWPORT BEACH
AMENDING SECTIONS 3277
AND 3291.3 OF THE NEW-
PORT BEACH MUNICIPAL
CODE RELATING TO PARK-
ING AND PARKING ME-
TERS.
The City Council of the City
of Newport Beach does ordain as
follows:
SECTION 1: Section 3277 of
the Newport Beach Municipal
Code is amended to read:
"SECTION 3277. Curb
Markings or Signs to Indi-
cate No Stopping and Park.
ing Regulations. (a) The
city traffic engineer is here-
by authorized, subject to the
provisions and limitations of
this chapter, to place, and
when required herein shall
place, the following curb
markings or signs or both to
indicate parking or standing
regulations, and said curb
markings shall have the
meanings as herein set forth.
1. Red shall mean no
stopping, standing or park-
ing at any time except as
permitted by the vehicle
code, and except that a bus
may stop in a red zone
marked or signed as a bus
zone.
2. Yellow shall mean no
stopping, standing or park-
ing at any time between 7:00
a.m. and 6:00 p.m., or be-
tween such other hours as
may be indicated by signs
posted at any loading zone,
for any purpose other than
the loading or unloading of
passengers or materials, pro-
vided that the loading or
unloading of passengers
shall not consume more than
three (3) minutes nor the
loading or unloading of ma-
terials more than twenty
(20) minutes, and provided
that the restriction shall not
apply on Sundays or holi-
days if signs posted at the
loading zone so indicate.
3. White shall mean no
stopping, standing or park-
ing for any purpose other
than loading or unloading of
passengers which shall not
exceed three (3) minutes
and such restrictions shall
apply between 7:00 a.m. and
6:00 p.m. of any day and ex-
cept as follows:
When such zone is in front
of a hotel the restrictions
shall apply at all times.
When such zone is in front
of a theater the restrictions
shall apply at all times ex-
cept when such theater is
closed.
4. Green shall mean no
standing or parking for
longer than twenty -four (24)
minutes in a parking meter
zone or for longer than
twenty (20) minutes in other
areas at any time between
7:00 a.m. and 6:00 p.m. of
any day.
(b) No person shall stop,
stand or park a vehicle adja-
cent to any such sign or
legible curb marking in vio-
lation of such sign or mark-
ing or any of the provisions
of this section."
SECTION 2: Section 3291.3 of
the Newport Beach Municipal
Code is amended to read:
"SECTION 3291.3. Man-
ner of Parking. (a) No per-
son shall park any vehicle in
a parking meter zone other
than in a marked parking
space.
(b) No person shall park
any vehicle in a parking me-
ter zone where angle park-
ing is required other than
with the front end of such
vehicle nearest to the park-
ing meter located to serve
such parking space.
(c) No person shall park
any vehicle across any line
or mark designating a park-
ing space in a parking meter
zone or park a vehicle in
such a way that the same is
not within the area so desig-
nated as a parking space by
such lines or marks."
SECTION 3: This Ordinance
shall be published once in the
Newport Harbor Ensign, a news-
paper of general circulation,
printed and published in the
City of Newport Beach, and the
same shall be effective 30 days
after the date of its adoption.
This Ordinance was introduced
at a regular meeting of the City
Council of the City of Newport
Beach held on the 22nd day of
September, 1958, and was adopt-
ed on the 14th day of October,
1958, by the following vote, to
wit:
AYES, COUNCILMEN: HART,
LORENZ, SOMERS, KINGSLEY,
ATKINSON, HIGBIE, STODDARD.
NOES, COUNCILMEN: NONE
ABSENT COUNCILMEN: NONE
