Vehieu- r UI! lar Arrns� to Balboa Island Restricted. la, Findings of j5 I Fact. I The City Council.finds that: 1. Baibna Island is an island in Newport Bay with an area of approximately 130 acres. Said island is subdivided - into . .approxi. mately 1500 separate par- cels. Park and Marine Ave. nues axe the widest streets on Balboa Island, with ap- proximately 40. ft. of paved roadway. The remainder of the streets have approxi. merely 28 ft. of paved roadway. The roadway widths permit only one lane V travel in each direction and are sufficiently narrow as to impair travel and parking. It has become nec- essary to restrict travel to one direction only on many of the streets. The alley width of the perimeter alley is 15 ft Because of exten- sive pedestrihn t-ra.vel, no general vehicular traffic is permitted on said perimeter alley. All other- alleys on Balboa Island are only 10 ft. in width. - 2. Almost every parcel of property on Balboa Island is occupied by single or multiple. residential build - ings'or. by business build - ings. 3. There i.s extremely dense residential occupancy during the school Spring vacations or 'Easter Week', and during the entire Sum- mer season. People gather in large numbers for social and recreational activities during Faster. Week, during. the entire Summer season and on weekends and spe- cial occasions during other periods. . 4. Access to' and exit from Balboa Island by mo- tor vehicle is limited to Marine Avenue, which cross- es a bridge over an arm of Newport Bap, and by a fer- iy across Newport Bay from Balboa. There are no improved publin parking lots on the island. 6. Most romme oiil and many residential premises db not have off- street park- ing facilities for metal* ve- hicles T. Many of the. buildings on the island are of wood construction and have wood siding and wooden shingles on the roof. Most of the buildings are built rinse to the lot lines. These cnndi- tions result in mama wooden s t r it c t nr e s being closely grouped together. During Spring vacation and during the Summer, all such build- ings are densely ecenpied by ve,cstienera. Recause of the mature of constructinn and the close gimping of said buildings, a. fire in one could quickh. spread to ad- joining buildings. 8. During the Spring school vACatinn, during the entire Summer season and on weekends and other Ape - cial occasions, great num- bers of motor ehi,-l" are driven onto the island by nonresident v i s i t o r s for which neither nn- street nor off - street parking facilities are available. At all hours of the day and night during these times, such vehicles Are driven A,tmlessh' around the island on the streets and alleys. Many of them are parked for varying pe- rinds of time on the travel- ed portion of the streets and alleys. Snme are left unattended. ' (b) Motor Vehicle Access Restricted. 1. Traffic control points — motor vehicle traffic divert- ed. The Chief of Police is authorized and directed to establish and maintain traf- fic control points at each access to 'Balboa Island, During the Spring vacation period, from the second Monday in June until the third Sunday in September of each year, and on week- ends, special occasions and at any other time when the vehicular traffic becomes congested on Balboa Island or.at -any such time when f, traffic conditions in the ,City are such that it rea- sonably appears that vehic- ular traffic will become congested on Balboa Island to the extent that the nor -. met movement of traffic will be impaired, there shall be placed one or more traf. fie control officers at each such traffic cnntrol point as necessary for the purpose. of diverting motor vehicle traffic away. from said island.
