HomeMy WebLinkAbout965 - Parking Regulationsi ORDINANCE NO. 965 AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMEND- ING SECTION 3277 AND ADD- ING SECTION 327711 TO THE NEWPORT BEACH MUNICI- PAL CODE RELATING TO PARKING REGULATIONS The City Council of the City of Newport Beach does ordain as follows: SECTION 1. Section 3277 of the Newport Beach Municipal Code is amended to read: "SECTION 3277. Curb Mark- ings or Signs to Indicate No Stopping and Parking Regula• tions. (a) The city traffic engineer is hereby authorized, subject to the provisions and limitations of this chapter, to place, and when required herein shall place, the following curb markings or signs or both to indicate parking or standing regulations, and said curb mark- ings shall 'have the meanings as herein set forth. 1. Red shall mean no stop- ping, standing or parking at any time except as ipermitted by the vehicle code, and except that a bus may stop in a red zone marked or signed as a bus zone. 2. Yellow shall mean no stop- ping, standing or parking at any time between 7:00 a. m. and 6:00 P. m., or between such other hours as may be indicated by signs posted at any loading zone, for any purpose other than the loading or unloading of pas- sengers or materials, provided that the loading or unloading of passengers shall not consume more than three (3) minutes nor the loading or unloading of ma- terials more than twenty (20) minutes, and provided that the restriction shall not apply on Sundays or holidays if signs posted at the loading zone so indicate. 3. White shall mean no stop- ping, standing or sparking for any purpose other than loading or unloading of passengers which shall not exceed three (3) min- utes and such restrictions shall alpply between 7:00 a. m. and 6:00 p. m. of any day and except as follows: When such zone is In front of a hotel the restrictions shall ap- ply at all times. When such zone is in front of a theater the restrictions shall apply at all times except when such theater is closed. 4. Green shall mean no stand- ing or parking for longer than twenty -four (24) minutes in a parking meter zone at any time between 7:00 a. m. and' 6:00 p. m. of any day. (b) No person shall stop, stand or spark a vehicle adjacent to any such sign or legible curb marking in violation of such sign or marking or any of- the pro- visions of this section." SECTION 2. Section 3277.1 is added to the Newport Beach Mu- nicipal Code to read: "SECTION 3277.1. Green Curb Markings Outside Parking Meter Zones — Parking Time Limits. (a) The city traffic engineer is hereby authorized, subject to the provisions and limitations of this chapter, to place, and when re- quired herein shall place, green curb markings or signs or both outside of parking meter zones to indicate parking or standing regulations as follows: 1. Green markings shall mean no standing or parking for a period of time longer than twenty (20) minutes between 7:00 a. m. and 6:00 p. m. of any day. 2. In the same block on the same side of the street and within one hundred (100) feet of a United States Post Office, when it is deemed necessary by the city traffic engineer to pro- vide for short -term parking, he may paint and maintain green curb markings with words in white or aluminum colored paint 'Parking limit 5 minutes' on the top of said green curb or be may post signs giving notice of a 5- minute time limit on parking. ORDINANCE 965 — PAGE 1 Except when parking is prohib- ited in the area, said 5- minute time limit shall apply during the hours of the day and during the days of the week designated on the curb or on the signs giving notice thereof. (b) No person shall stop, stand or park a vehicle adjacent to any such legible curb mark- ing or sign in violation of such marking or sign or any of the provisions of this section." SECTION 3. This ordinance shall be published once in the official newspaper of the City, and the same shall be effective 30 days after the date of its adoption. This ordinance was introduced at an adjourned regular meeting of the City Council of the City of Newport Beach held on the 5th day of June, 1961, and was adopted on the 26th day of June, 1961, by the following vote, to wit: AYES, COUNCILMEN: Kingsley, Atkinson, Cook, Stoddard, Hart, Lorenz, Som- ers.
