This ordinance is declared by the City Council to be necessary as an emergency measure for preserving the public peace, health, safety and welfare and shall take effect immediately upon its adoption. The following is a statement of the facts showing its urgency- The property described in Section 1 hereof is located in a steep hillside area which has been partially developed with single family residential and low density apartment uses. Under existing R -3 zoning regulations it is probable that this property would be intensively developed with high -rise apartment buildings. Serious doubts exist as to whether such developments would be desirable or appropriate. So that there may be opportunity to evaluate the exist- ing zoning regulations applicable to the area and to determine appropriate changes in said regulations, particularly with refer - ence to population density, side yards, and height limits, and to place such regulations in effect prior to any further development of the area, it is imperative that this interim zoning control ordinance become effective immediately.
