HomeMy WebLinkAbout1302 - Councilmanic District BoundariesORDINANCE NO. 13 14 AN ORDINANCE OF THE CITY OF NEWPORT BEACH CHANGING AND REDEFINING THE BOUNDARIES OF THE COUNCILMANIC DISTRICTS OF THE CITY • WHEREAS, Section 1005 of the City Charter provides that at any time deemed necessary or desirable in order that the district boundaries be fair and logical, the City Council may by ordinance change and redefine the boundaries of any or all of the seven districts; and WHEREAS, the City Council has determined that the redefinition and change of the councilmanic districts is appropriate at this time; and WHEREAS, the City Council has determined that the changes in the boundaries and numbering of the districts incor- porated in this ordinance should be made in order that each district shall, as nearly as practicable, constitute natural areas of contiguous and compact territory and provide fair • representation on the City Council; NOW, THEREFORE, the City Council of the City of Newport Beach does ordain as follows: SECTION 1. The First District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of the mean high tide line of the Pacific Ocean and the Southwesterly prolongation of 32nd Street; thence Northeasterly and Easterly along 32nd Street and Via Lido to the West Lido Channel; thence in a Southeasterly direction along the West Lido Channel, the Newport Channel and the Main Channel of Newport Bay to the center line of the Harbor entrance; thence Southerly along the center line of the Harbor entrance to the mean high tide line of the Pacific Ocean; thence Westerly along the mean high tide line to the point of beginning. SECTION 2. The Second District shall include all that portion of the City included within the following described • boundary line, to wit: Beginning at the intersection of the mean high tide line of the Pacific Ocean and the Southwesterly prolongation of Summit Street, being the Westerly boundary line of the City of Newport Beach, thence in a Northerly and Easterly direction along the most Westerly boundary line of the City of Newport Beach to Superior Avenue, thence Northeasterly along Superior Avenue to the Northwesterly prolongation of 15th Street and the boundary line of the City of Newport Beach; thence Southeasterly along said boundary line to Santa Ana Avenue; thence Southwesterly along Santa Ana Avenue to Newport Boulevard; thence Southerly along Newport Boulevard to 32nd Street; thence Southwesterly along 32nd Street and its prolongation to the mean high tide line; thence Northwesterly along the mean high tide line to the point of beginning. SECTION 3. The Third District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of 32nd Street and Newport Boulevard; thence Northerly along Newport Boulevard and Northeasterly along Santa Ana Avenue to 15th Street and the boundary line of the City of Newport Beach; thence Northeasterly and Southeasterly along said boundary line to Tustin Avenue; thence Northeasterly along Tustin Avenue to 16th Street; thence Southeasterly along 16th Street to Irvine Avenue; thence Northeasterly along Irvine Avenue to Westcliff Drive; thence Southeasterly along Westcliff Drive to Upper Newport Bay; thence Southwesterly along Upper Newport Bay and across the Main Channel of Newport Bay to Newport Channel; thence in a Northwesterly direction along Newport Channel and • along West Lido Channel to Via Lido; thence Westerly along Via Lido and along 32nd Street to the point of beginning. SECTION 4. The Fourth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of Irvine Avenue and Westcliff Drive; thence Southeasterly along Westcliff Drive to Upper Newport Bay; thence Northerly along Upper Newport Bay to Backbay Drive; thence Northeasterly along Backbay Drive to Eastbluff Drive; thence North- easterly along Eastbluff Drive and its prolongation to MacArthur Boulevard and the boundary line of the City of Newport Beach, thence Northerly along MacArthur Boulevard to Campus Drive; thence Southwesterly along Campus Drive to Palisades Road; thence Southeasterly along Palisades Road to Jamboree Road and the boundary line of the City of Newport Beach; thence Southwesterly along the city boundary line to an angle point in the city boundary line, said angle point being the most Easterly angle point on the Southeasterly prolongation of Mesa Drive; thence Westerly along said city boundary line to Tustin Avenue; thence Southwesterly along Tustin • Avenue to the Southwesterly boundary line of Annexation No. 59; thence Southerly along said boundary line to Irvine Avenue; thence Southwesterly along Irvine Avenue to the point of beginning. -2- SECTION 5. The Fifth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of East Coast Highway and Jamboree Road; thence Northerly along Jamboree Road to Eastbluff Drive; thence Northerly along Eastbluff Drive to Backbay Drive; thence Westerly along Backbay Drive to Upper Newport Bay; thence Southerly along Upper Newport Bay to the Main Channel of Newport Bay; thence in a Southeasterly direction along the Main Channel to the Balboa Island Channel; thence Northerly along the Balboa Island Channel to the Northerly line of the Balboa Yacht Club; thence Easterly along said Northerly line of Balboa Yacht Club to Bayside Drive; thence Northerly along Bayside Drive to E1 Paseo Drive; thence Northeasterly along E1 Paseo Drive and along Malabar Drive to East Coast Highway; thence Westerly along East Coast Highway to the point of beginning. SECTION 6. The Sixth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of East Coast Highway and Jamboree Road; thence Northerly along Jamboree Road to Eastbluff Drive; thence Northerly along East - bluff Drive to Jamboree Road; thence Northeasterly • along the prolongation of Eastbluff Drive to MacArthur Boulevard; thence Southerly along MacArthur Boulevard to the Northeasterly prolongation of Fifth Avenue; thence Southeasterly along Fifth Avenue and its prolongation to Poppy Avenue; thence Southwesterly along Poppy Avenue and its Southwest prolongation, to the mean high tide line of the Pacific Ocean; thence Westerly along the mean high tide line to the center line of the Harbor Entrance; thence Northerly along the center line of the Harbor Entrance and along the Balboa Island Channel to the Northerly line of the Balboa Yacht Club; thence Easterly along said Northerly line of the Balboa Yacht Club to Bayside Drive; thence Northerly along Bayside Drive to E1 Paseo Drive; thence Northeasterly along E1 Paseo Drive and along Malabar Drive to East Coast Highway; thence Westerly along East Coast Highway to the point of beginning. SECTION 7. The Seventh District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of Fifth Avenue and Poppy Avenue; thence Northwesterly along Fifth Avenue and its prolongation to MacArthur Boulevard; thence Northerly along MacArthur Boulevard to Ford Road; • thence Easterly along Ford Road to the Easterly boundary line of the City of Newport Beach; thence Southerly along said Easterly boundary line to the mean high tide line of the Pacific Ocean; thence -3- Westerly along the mean high tide line to the Southwesterly prolongation of Poppy Avenue; thence Northeasterly along Poppy Avenue and its prolongation to the point of beginning. boundaries as set forth herein shall replace and supersede all prior district numbers and boundaries as originally established by Sections 1006 through 1012 of the City Charter and as subse- quently modified by ordinance. SECTION 9. This ordinance shall be published once in the official newspaper of the City, and the same shall be effective 30 days after the date of its adoption. This ordinance was introduced at a regular meeting of the City Council of the City of Newport Beach held on the 12th day of May , 1969, and was adopted on the 26th day of May 1969, by the following vote, to wit: • AYES, COUNCILMEN: McInnis, Shelton, ATTEST: Clfy lerk CPMIED AS THE INAL SCI 'CL E QF THE CITY OF PORT BEACH VAW 7q G`l Parsons, Marshall, Rogers, Hirth, Gruber NOES, COUNCILMEN: None ABSENT COUNCILMEN: None -4- TLW : aj r 5/7/69 SECTION 8. By the enactment of this ordinance it is the intention of the City Council that the district numbers and boundaries as set forth herein shall replace and supersede all prior district numbers and boundaries as originally established by Sections 1006 through 1012 of the City Charter and as subse- quently modified by ordinance. SECTION 9. This ordinance shall be published once in the official newspaper of the City, and the same shall be effective 30 days after the date of its adoption.
