HomeMy WebLinkAbout1570 - Plumbing- Heating- Electrical Permit FeesORDINANCE NO. 1570 AN ORDINANCE OF THE CITY OF NEWPORT BEACH • AMENDING SECTIONS 15.05.050, 15.08.090 AND 15.12.220 OF THE NEWPORT BEACH MUNICIPAL 1 CODE TO IMPOSE A SURCHARGE ON ALL PLUMBING, HEATING AND ELECTRICAL PERMIT FEES The City Council of the City of Newport Beach DOES ORDAIN as follows: SECTION 1. Section 15.05.050 of the Newport Beach Municipal Code is amended to read: 1115.05.050 Amendment to Section 304 of the Mechanical Code. Section 304 of the Mechanical Code, here- inbefore adopted in Section 15.05.010, is amended to read: 'Sec. 304 A. Any person desiring a permit required by this Code, shall, at the time of filing an application therefor, pay a fee as required by this Section. B. In addition to the following fees, there • shall also be imposed a surcharge in the amount of ten per cent (10 %) of the total accumulated fees paid. 1. Mechanical Plan Check Fee Whenever mechanical plans are required by the Building Official, plan check fees shall be in accordance with the following schedule: A. Fifty percent of the Mechanical Permit Fee shall be required for the following: (1) Any Group A, B, C, D or E occupancy. • (2) New buildings having an aggregate floor area of 15,000 square feet and over. (3) Installations other than those listed in (1) and (2) above, where the aggregate BTU input capacity is 350,000 BTU and over for comfort cooling, or an aggregate of 350,000 BTU input capacity and over for absorption units. B. Plan Check Fee for alterations to approved plans (per hour) .......................... 12.00 C. Minimum charge (per half hour or less) .... 6.0011' SECTION 2. Section 15.08.090 of the Newport Beach Municipal Code is amended to read: "15.08.090 Amendment to Section 1.12 of the Plumbing Code. Section 1.12 of the Plumbing,Code, herein- before adopted in Section 15.08.010, is amended to read: 'Sec. 1.12 Permit Fees. (a) GENERAL. Any person applying for a permit • shall, at the time the application is made, pay to the Administrative Authority the fees set forth in this section. In addition to said fees, there shall also be -3- I • • imposed a surcharge in the amount of ten per cent (10 %) of the total accumulated fees.paid. Except as provided herein, a plumbing permit and a sewer or private sewage disposal permit shall be required for each building or installation. Exception: Where accessory buildings and /or appur- tenances, such as laundry rooms, quest houses, bath houses or swimming pools, are used in conjunction with a single family residence, are located on the same lot and under the same ownership, and ar erected at the same time as the main building, all plumbing items may be combined on one plumbing permit. All buildings and appurtenances regardless of type, located on the same lot and under the same ownership may, when being connected at the same time to a common house sewer or to a common multiple private sewage disposal system, be combined on one sewerage permit. Plumbing permit fees shall be as specified in Table No. 1. Sewer and private sewage disposal permit fees shall be as specified in Table No. II. For the purpose of this Section a sanitary plumbing outlet on which or to which a plumbing fixture or appliance may be set or attached shall be construed to be a fixture. Built -in dishwashers shall be construed fixtures whether individually trapped or not. Fees for reconnection and retest of existing plumbing systems in relocated buildings shall be based on the number of plumbing fixtures, gas sytems, water heaters, etc., involved. When interceptor traps or house trailer site traps are installed at the same time as a house sewer on any lot no sewer permit shall be required for the connection of any such trap to an appro- priate inlet fitting provided in the house sewer by the permittee constructing such sewer. When a permit has been obtained to connect an existing building or existing work to the public sewer, or to connect to a new private disposal facility, backfilling of °.m Y E • • private sewage disposal facilities abandoned consequent to such connection is included in the house sewer permit. Plans and specifications shall be submitted and approved prior to the commencement of any work described in this section. A plan checking fee shall be paid to the Building Official at the time of submitting the plans and specifica- tions for work described in this section. Said fee shall be equal to one -half (1/2) the • required plumbing permit fee as set forth in Table I of this Section. All plan checking fees shall be based on the aggregate quantities required for the complete project: aM_ • • 1) Building or premises containing over 180 drainage fixture units. 2) Building or premises with a potable water supply 4" or larger. 3) Building or premises with fuel gas piping 4" or larger or containing medium or high pressure fuel gas. (c) Special. Whenever any work for which a permit is required under the provisions of this Code has been commenced, constructed or completed without the authorization of such permit, a special investigation may be required before a permit will be issued for such work in order to determine whether the work done complied with Code requirements. In addition to the regular permit fee, an investigation fee shall be collected as follows: When the Permit Fee is: Investigation Fee: $10.00 or less ...................$10.00 More than $10.00 .................$,25.00 No permit shall be issued when an investigation fee is due until such fee has been paid. The payment of the investigation fee shall not exempt any person from compliance with the provisions of this Code nor from any penalty prescribed by law. The permit fee herein specified shall be doubled when work requiring a permit has been started or carried on prior to obtaining said permit and the applicant had knowledge that a permit was necessary as evidenced by the fact that at the time of doing such work he held a license as required by Section 1.10 of this Code, or had previously applied for a permit as provided in this Code, but payment of such double fee, provided the permit is subsequently used, shall not relieve any persons from fully complying with the requirements of this Code in the execution of the work nor from any other penalties prescribed herein. (d) Conversion Inspection Fee. A fee as set forth below shall be paid when a conversion inspection is required -7- • • by the Administrative Authority. Affected Floor Areas (Sq. Ft.) Fee Single Story of 2,500 sq. ft. of floor area, or less ........ .........................$25.00 Multi -story or greater than 2,500 sq. ft. of floor area ........ .........................$35.00 NOTE: Above fees do not include the fees for the building permit, nor fees for electrical, plumbing, or heating and ventilating permits covering the alterations and /or repairs of the conversion., (e) Investigation Fee. A fee of Fifteen Dollars ($15.00) may be charged by the Administrative Authority for any investigation of a building, structure, work reports, certification or any other related work, requested by an owner or authorized agent of such owner. The provisions of this Section shall not apply to emergency work when it shall be proved to the satisfaction of the Administrative Authority that such work was urgently required and that it was not practical to obtain a permit therefor before commencement of the work. In all such cases a permit must be obtained as soon as it is practical to do so, and if there is an unreasonable delay in obtaining such permit, an investigation fee as herein provided shall be charged. (f) Reinspection Fee. Five Dollars ($5.00) per inspection may be charged for additional inspections neces- sary as a result of faulty workmanship or material, or both; or for any inspection requested before the work to be inspected has been completed and made ready for inspection. Notice of completion of the work or of correcting faulty workmanship or material shall be given the Administrative Authority and reinspection requested. "' SECTION 3. Section 15.12.220 of the Newport Beach Municipal Code is amended to read: "15.12.220 Addition of Section 105 -13. Section 105 -13 is added to the National Electrical Code, hereinbefore adopted in Section 15.12.010, to read: '105 -13 Regular Fee Schedule. The regular fee schedule shall apply to additions, alterations, extensions or renewals of existing electrical installations and to • new construction when so specified in the last preceding paragraph. In addition to said fee schedule, there shall also be imposed a surcharge in the amount of 10% of the total accumulated fees paid.
