HomeMy WebLinkAbout1808 - Redefining Councilmanic Districtsto • ORDINANCE NO. 1808 AN ORDINANCE OF THE CITY OF NEWPORT BEACH CHANGING AND REDEFINING THE BOUNDARIES OF THE COUNCILMANIC DISTRICTS OF THE CITY WHEREAS, Section 1005 of the City Charter provides that at any time deemed necessary or desirable.in order that the district boundaries be fair and logical, the City Council may by ordinance change and redefine the boundaries of any or all of the seven districts; and WHEREAS, the City Council has determined that the redefinition and change of the councilmanic districts is appro- priate at this time; and WHEREAS, the City Council has determined that the changes in the boundaries and numbering of the districts incorpo- rated in this ordinance should be made in order that each district shall, as nearly as practicable, constitute natural areas of contiguous and compact territory and provide fair and equal representation on the City Council, NOW, THEREFORE, the City Council of the City of Newport Beach DOES ORDAIN as follows: SECTION 1. The First District shall include all that portion of the City included within the following described boundary line, to wit, Beginning at the intersection of the mean high tide line of the Pacific Ocean and the southwesterly prolongation of 28th Street; thence northeasterly along said prolongation and along 28th Street to Balboa Boule- vard; thence northwesterly along Balboa Boulevard to 32nd Street; thence northeasterly along 32nd Street to Newport Boulevard; thence northerly along Newport Boule- vard to the Pacific Coast Highway; thence southerly to the centerline of the West Lido Channel; thence continuing along said centerline of the West Lido Channel to the centerline of the Lido Channel; thence southeasterly along the centerline of the Lido Channel and along the centerline of the Main Channel to the Harbor entrance; thence southerly along the centerline of the Harbor entrance to the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the point of beginning. r r SECTION 2. `The Second District shall include all that portion of the City included within the following described boundary line, to wit, Beginning at the intersection of the mean high tide line of the Pacific Ocean and the southwesterly prolongation of Summit Street, being the westerly boundary line of the City of Newport Beach; thence in a northerly and easterly direction along the most westerly boundary line of the City of Newport Beach to Newport Boulevard; thence southerly along Newport Boulevard to 32nd Street; thence southwesterly along 32nd Street to Balboa Boulevard; thence southeasterly along Balboa Boulevard to 28th Street; thence south - westerly along 28th Street to the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the point of beginning. SECTION 3. The Third District shall include all that portion of the City included within the following described boundary line, to wit, Beginning at the intersection of the centerline of Pacific Coast Highway and Newport.Boulevard; thence northerly along Newport Boulevard to 15th Street and the boundary line of the City of Newport Beach; thence zoutheasterly along said boundary line to Irvine Avenue; thence northeasterly along Irvine Avenue to Santiago Drive; thence southerly along Santiago 'Drive to Mariners Drive; thence westerly along Mariners Drive to Dover Drive; thence southerly along Dover Drive to the Pacific Coast Highway; thence easterly along Pacific Coast High- way to the Upper Newport Bay Bridge and the centerline of Upper Newport Bay; thence southwesterly along the centerline of Upper Newport Bay to the centerline of the Lido Channel; thence northwesterly along the center - line of the Lido Channel and the West Lido Channel and its northerly prolongation to the point of beginning. SECTION 4. The Fourth District shall include all that portion of the City included within the following described boudary line, to wit, Beginning at the intersection of the centerline of Pacific Coast Highway and Dover Drive; thence north- easterly along Dover Drive to Mariners Drive; thence easterly along Mariners Drive to Santiago Drive; thence northerly along Santiago Drive to Irvine Avenue; thence southwesterly along Irvine Avenue to a point northeasterly of Baycrest Road, said point being the boundary line of the City of Newport Beach; thence along the westerly, northerly and easterly boundaries of Newport Beach to Ford Road; thence westerly along Ford Road to Jamboree Road; thence southerly along Jamboree Road to Big Canyon gully; thence northwesterly along .the gully to the centerline of Upper Newport Bay; thence southwesterly along the centerline of Upper Newport Bay to the Upper Newport Bay Bridge and the centerline of Pacific Coast Highway; thence westerly along Pacific Coast Highway to the point of beginning. -2- . SECTION 5. The Fifth District shall include all that portion of the City included within the following described boundary line, to wit, Beginning at the intersection of Pacific Coast Highway and MacArthur Boulevard; thence northeasterly along MacArthur Boulevard to Ford Road; thence westerly along Ford Road to Jamboree Road; thence southwesterly along Jamboree Road to Big Canyon gully; thence westerly along the gully to the centerline of Upper Newport Bay; thence southwesterly along the centerline of Upper Newport Bay to the centerlines of the Lido Channel and the Main Channel; thence southeasterly along the centerline of the Main Channel to the centerline of the Balboa Island Channel; thence northerly along the centerline of the Balboa Island Channel to the Marine Avenue Bridge; thence northerly along Marine Avenue and Jamboree Road to Pacific Coast Highway; thence southeasterly along Pacific Coast Highway to the point of beginning. SECTION 6. The Sixth District shall include all that portion of the City included within the following described boundary line, to wit, Beginning at the intersection of Pacific Coast Highway and Jamboree Road; thence southeasterly along Pacific Coast.,Highway,and along Fifth Avenue and its southeasterly prolongation to the boundary line of the City of Newport- Beach; thence southeasterly and southerly along the boundary line to the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the Harbor entrance; thence northerly along the Harbor entrance and along the centerline of the Balboa Island Channel to the Marine Avenue Bridge; thence northerly along Marine Avenue and Jamboree Road to the point of beginning. SECTION 7. The Seventh District shall include all that portion of the City included within the following described boundary line, to wit, Beginning at the intersection of MacArthur Boulevard and Pacific Coast Highway; thence northeasterly along MacArthur Boulevard to Ford Road; thence easterly along Ford Road and the boundary line of the City of Newport Beach; thence southerly and westerly along the boundary line to the southeasterly prolongation of Fifth Avenue; thence northwesterly along said prolongation and along Fifth Avenue. to the point of beginning. SECTION 8. Said Districts are depicted on a map marked Exhibit "A" which is incorporated herein by this reference. SECTION 9. By the enactment of this ordinance, it is the intention of the.City Council that the district numbers and boundaries as set forth herein shall replace and supersede all -3- to prior district numbers and boundaries as originally established by the City Charter and as subsequently modified by ordinance. SECTION 10. By the enactment of this ordinance, it is the intention of the City Council to follow a population standard, thereby providing equal representation for equal numbers of people residing in the City of Newport Beach. SECTION 11. This.ordinance shall be published once in. the official newspaper of the City, and the same shall be effective thirty (30) days after the date of its adoption.
