AN ORDINANCE OF THE CITY OF NEWPORT
BEACH AMENDING SECTION 14.24.070 ADDING
THE EXPENSE OF UNPAID SEWER CHARGES
• SHALL BE THE OBLIGATION OF THE PROPERTY
OWNER
WHEREAS, the City of Newport Beach imposes a charge for
connection to the City sewer system; and
WHEREAS, the property owner is obligated to pay the
expense of sewer connections; and
WHEREAS, there is no authority to impose upon the property
owner responsibility for unpaid sewer charges; and
WHEREAS, the City has no other administrative remedy to
collect unpaid charges; and
WHEREAS, it is necessary to establish responsibility for
such unpaid sewer charges.
NOW, THEREFORE the,City Council of the City of Newport
• Beach DOES ORDAIN as follows:
SECTION 1. Section 14.24.070 is amended to read as

follows:
14.24.070 Owner Indebted for Expense.
The expense of making any connection
with the public sewer to a dwelling
house or business structure and the
amount of any unpaid sewer charges shall
be the obligation of the property owner.
SECTION 2. This Ordinance shall be published once in the
official newspaper of the City, and the same shall be effective
thirty (30) days after the date of its adoption.

SECTION 3. This Ordinance was introduced at a regular
meeting of the City Council of the City of Newport Beach held on 13th
the day of September , 1982, and was adopted on the 27th day
of September , 1982, by the following vote, to wit:
