HomeMy WebLinkAbout82-23 - Amending Chapter 15.05 of the Newport Beach Municipal Code to Adopt the Uniform Mechanical Code, 1979 Edition• • 0 -82 -23 ORDINANCE NO. 82 -23 AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING CHAPTER 15.05 OF THE NEWPORT BEACH MUNICIPAL CODE TO ADOPT THE UNIFORM MECHANICAL CODE, 1979 EDITION The City Council of the City of Newport Beach DOES ORDAIN as follows: SECTION 1. Chapter 15.05 of the Newport Beach Municipal Code is amended to read: Section: Chapter 15.05 UNIFORM MECHANICAL CODE 15.05.010 Adoption of Uniform Mechanical Code. 15.05.020 Addition of Subsection (f) of Section 303 to the Mechanical Code. 15.05.030 Amendment to Section 304 of the Mechanical Code. 15.05.010 Adoption of Uniform Mechanical Code. Subject to the particular additions, deletions and amendments hereinafter set forth in the Chapter, the rules, regulations, provisions and conditions set forth in that certain Code entitled "Uniform Mechanical Code, 1979 Edition," which Code is promulgated and published by the International Conference of Building Officials, three full printed copies of which, printed as a Code in book form, were, by the City Council, ordered filed and which have actually been filed in the Office of the City Clerk and which as so filed are hereby referred to, adopted and made a part hereof as fully and for all intents and purposes as though set forth herein at length, shall be and the same are hereby established and adopted as the rules, regulations, provisions and conditions to be observed and followed in the installation and maintenance of heating, ventilating, comfort 0 -82 -23 cooling and refrigeration systems of all buildings or portions thereof used, designed or intended to be used for human • habitation within the City; and subject to said additions, deletions and amendments hereinafter set forth, said Code is hereby established and adopted and the same shall be designated, known and referred to as the "Mechanical Code" of and for the City of Newport Beach. 15.05.020 Addition of Subsection (f) of Section 303 to the Mechanical Code. Subsection (f) of Section 303 is added to the Mechanical Code, hereinbefore adopted in Section 15.05.010, to read: 'Sec. 303 (f) Surrender of Permit. If no portion of the work or construction covered by a permit issued by the Building Official under the provisions of this Code has been commenced, the person to whom such permit has been issued may deliver such permit to • the Building Official with a request that such permit be cancelled. The Building Official shall thereupon stamp or write on the face of such permit the words, "Cancelled at the Request of the Permittee." Thereupon such permit shall be null and void and of no effect. 15.05.030 Amendment to Section 304 of the Mechanical Code. Section 304 of the Mechanical Code, hereinbefore adopted in Section 15.05.010, is amended to read: 'Sec. 304 Any person desiring a permit required by this Code, shall, at the time of filing an application therefor, pay a fee as required by this Section. 1. For the issuance of each permit .......... $5.00 • 2. For the installation or relocation each forced -air or gravity type furnace or burner, including ducts and vents attached to such appliance: a) Up to and including 100,000 btu.....$9.00 2 0 -82 -23 b) More than 100,000 btu up to and including 500,000 btu ..............$12.00 • c) More than including 500,000 btu up to and 1,000,000 btu ............ $18.00 d) More than 1,000,000 btu up to and including 3,000,000 btu ............ $24.00 e) More than 3,000,000 btu ............ $45.00 3. For the installation or relocation of each floor furnance including vent ....... $9.00 4. For the installation or relocation of each suspended heater, recessed wall heater or floor- mounted unit heater including vents ..........................$9.00 5. For the installation, relocation, or replacement of each appliance vent installed and not included in an appliance permit .........................$4.00 6. For the repair or alteration of, or addition to heating appliance, refrigeration unit, comfort cooling unit, absorption unit, or each comfort heating, cooling, absorption or evaporative cooling system, including installation of controls regulated by this Code. .................. $9.00 • 7. For the installation or relocation of each boiler or compressor up to and including five horsepower, or each absorption system up to and including 100,000 btu (including vent) .............$9.00 8. For the installation or relocation of each boiler or compressor over five horsepower up to and including 15 horsepower, or each absorption system over 100,000 btu up and including 500,000 btu (including vent ) ........................$12.00 9. For the installation or relocation of each boiler or compressor over 15 horsepower up to and including 30 horsepower, or each absorption system over 500,000 btu up to and including 1,000,000 btu (including vent) .......... $18.00 10. For the installation or relocation of each boiler or compressor over 30 horsepower up to and including 50 horsepower, or each absorption system over 1,000,000 btu up to and including • 2,000,000 btu (including vent) .......... $30.00 11. For the installation or relocation of each boiler or refrigeration compressor over 50 horsepower, or each absorption system over 2,000,000 btu (including vent) .........................$45.00 3 0 -82 -23 • • • 12. For each air handling unit up to and including 2,000 cubic feet per minute, including ducts attached thereto.........$5.00 13. For each air handling unit over 2,000 cubic feet per minute including ducts attached thereto .........................$9.00 14. For each air handling unit over 10,000 cubic feet per minute ...................$18.00 15. For each fire damper .....................$1.50 16. For each air inlet and air outlet served by any heating, ventilating or air conditioning system ..................$0.50 Or, in the alternative, for each 1,000 square feet or fraction thereof of conditioned area for any heating or air conditioning system serving other than residential buildings ....................$4.00 Or, in the alternative, for each 1,000 square feet or fraction thereof of conditioned area for any heating or air conditioning system using perforated building material in lieu of conventional air inlets and outlets ...................$3.00 17. For each evaporative cooler other than portable type ( commercial) ...............$5.00 18. For each ventilating fan connected to a single duct ( commercial) ...............$5.00 19. For each ventilation system which is not a portion of any heating or air conditioning system authorized by a permit (commercial) ..........................$7.00 20. For the installation of each hood which is served by mechanical exhaust, including the fans and ducts attached thereto ...... $9.00 21. For the installation or relocation of each commercial or industrial type incinerator .........................$30.00 22. For each appliance or piece of equipment, regulated by this Code, but not classed in other appliance categories, or for which no further fee is listed in this Code....$6.00 23. For incidental gas piping ................$4.00 24. Mechanical Plan Check Fee a. Fifty percent of the Mechanical Permit Fee shall be required for the following: 1. Any Group A, B, C, D; or E occupancy. 0 0 -82 -23 2. New buildings having any aggregate floor area of 15,000 square feet and over.. • 3. Installations other than those listed in 1 and 2 above, where the aggregate btu input capacity is 350,000 btu and over for comfort heating, or an aggregate of 25 horsepower and over for comfort cooling, or an aggregate of 350,000 btu input capacity and over for absorption units. b. Plan Check Fee for alteration to approve plans (per hour) ........... $25.00 C. Minimum charge (per half hour or less) .........................$12.50 24. Investigations for which no fee is herein provided, per hour ......................$15.00 25. Minimum investigation charge, per half hour or less ..........................$7.50 SECTION 2. This Ordinance shall be published once in the official newspaper of the City, and the same shall be effective thirty (30) days after the date of its adoption.
