ORDINANCE No. 2000 -14 <br />• AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH APPROVING A ZONING <br />AMENDMENT FOR PREZONING OF THE SANTA ANA <br />HEIGHTS AREA [ZONING AMENDMENT 9031 <br />WHEREAS, the City of Newport Beach has initiated action to annex territory identified as <br />the East Santa Ana Heights area to the City in conjunctionwith expansion of its sphere of influence <br />in the area; and <br />WHEREAS, the California Government Code allows a city to prezone territory for the <br />purpose of determining the zoning that will apply to such territory after annexation to the city; and <br />WHEREAS, the California Government Code requires zoning to be consistent with a city's <br />general plan designations on property; and <br />• WHEREAS, pursuant to the California Environmental Quality Act (CEQA), the City staff <br />has completed an Initial Study, determined that the subject project there will not have a significant <br />effect on the environment, and has accordingly prepared a draft Negative Declaration for the <br />project; and <br />WHEREAS, on July 6, 2000, the Planning Commission of the City of Newport Beach held <br />a public hearing regarding the proposed amendment and related items and forwarded them to the <br />City Council with a recommendation of adoption; and <br />WHEREAS, on August 8, 2000, the City Council of the City of Newport Beach held a <br />public hearing regarding the proposed amendments and related items and forwarded them to the <br />City Council with a recommendation of adoption; and <br />WHEREAS, the public was duly notified of the public hearings. <br />L <br />
