Street,3Cth. Street and 31st. Street IN THE SAID CITY, FORP4ING AN ASSESSMENT DISTRICT OF LANDS TO BE BENEFITED BY AND TO RAY THE COSTS AND EXPENSES OF SAID PROPOSED IMPROVEMEPTS AND DETERMINING THAT BONDS SHALL BE ISSUED TO REPRESENT THE COSTS THEREOF. Be it r ecolved by the Board of Trustees of the city of Newport Beach as follows: SECTION ONE That the public interest and convenience require and the said Board of Trustees dries hereby declare its intention to order the following work to be done, to wit: That all those parts of the following described streets or portions of streets within the said City be improved as follows, to wit: That that portion of the roadway of 28th Street ircluded between a line 14 feet northerly and 14 feet southerly of and parallel with the center line of said 20'th Street, from a line 1C feet southwesterly of and parallel with the northeasterly line of Central Avenue to a line 80 feet easterly of and parallel with the southeasterly line of Lafayette Avenue; and that portion of the roadway of 3Cth Street included between a line 14 feet northerly and 14 feet southerly of and parallel with the center line of 3Cth Street, from a line 1C feet southwesterly of and parallel with the northwesterly prolongati of the northeasterly line of Central Avenue, lying southerly of said 3Cth Street to a line 8C feet easterly of and parallel wit the southerly line of Lafayette Avenue; and that that portion of the Roadway of 31st. Street included between a line 14 feet northerly and 14 feet southerly of and parallel with tl}e center line of 31st. Street, from a line 1C feet westerly of and parallel with the northerly prolongation of the easterly line of Central Avenue, lying southerly of said 31st. Street and 31st. Street, be graded to the officialgrad, and a surface be constructed thereupon of a five (5) inch conrrete pavement in accordance with plans , profiles and cross -sec- tions, numbered 25C,251 and 252, adopted by Resolution No. 106 of the Board of Trustees of said City, and on file in the office of the City Engineer of said City, and in further accordance x with Specifications No. 31 adopted by Resolution No. 105 of the Board of Trustees of said City, and on file in the office of the City Cle rk of said City. SECTION TWO That thesaid contemplated work or improvement of said portions of 28th Street, 3(th Street, and 31st, Street, is in the opinion of the Board of Trustees of said City, of more than local or ordinary public benefit, said Board hereby. -makes the expense of said work or improvemnet chargeable upon a district, which district said Board hereby declares to be the district benefited by said work and improvement, and to be assessed to pay the costs and expenses thereof; which said district is bounded and described as follows. to wit: Beginning at the intersection of the center line of Central Avenue and the westerly prolongation of the northerly line of Lot 5, Block 431 of a Map of Lancaster's Addition to Newport Beach, as recorded in Map Book 5, page 14 , Records of Orange CountyjCalifornia; thence easterly along the westerly prolong- ation of the northerly line of the aforesaid Lot 5, and along the northerly line of said Lot 5, to the northeasterly corner thereof; thence easterly in a straight line, along the alleys in blocks 431 and 530 of the aforesaid Map of Lancaster's -2- I- 1 2 3 • 4 5 8 • 7 8 9 10 11 12 13 14 15 18 17 18 19 20 21 22 23 24 25 28 27 28 . 29 • 30 31 32 • Addition to Newport Beach, to a poitt in the center line of Lafayetts Avenue, which point is 129.11 feet northeasterly of the center line of 31st. Street, measured along the center line of Lafayette Avenue; thence southwesterly along the center lone of Lafayette Avneue to the intersection of the westerly prolongation of the northerly line of Lot 4, Block 429 of a Map of Lancaster's Addition to Newport Beach•hereinbefore referred to; thence easterly along the westerly prolongation of the northerly line of the afdrsaid Lot 4, Block 429, and along the northerly line of said Lot 4, to the northeasterly corner thereof; thence southwesterly in a straight line to the southeasterly corner of Lot 6,Block 425 of the aforsaid Map of Lancaster's Addition to Newport Beach; thence westerly along the southerly line fo theraforsaid Loth, Block 425, to the southwesterly corner thereof; thence northwesterly across Lafayette Avneue to the southeasterly corner of Lot3, Block 325 of a Map of Lancaster's Addition to Newport Beach, herein- before referred to; thence westerly in a straight line to the southwesterly corner of Lot 8, of the afdrsaid Block 325; thence southwesterly across Villa Way to the southeasterly corner of Lot 22, Block 225, of the aforsaid Map of Lancaster's Addition to Newport Beach; thence southwesterly along the south rly line of the afdrsaid Lot22, Block225, to the southwesterly corner thereof; thence southwesterly in a straight line across the Alley to the southeasterly corner of Lot7,Block 225 of a Map of Section A- Newport Beach, as recorded in Map Book 4, pagd 21, Records of Orange County, California; thence south- westerly along the southerly line of the aforsaid Lot 7, Block 225, and along the southwesterly prolongation of the southerly line of said Lot 7, to the intersection with the center line of Central Avenue; thence northerly along the center line of Central Avenue to the intersection with the westerly prolong- ation of the northerly line of Lot 5, B lock 431 of the am 1 2 3 • 4 • • 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 . 29 30 31 32 aforsaid Map of Lancaster's Addition to Newport Beach, the place of beginning, excepting therefr5m lands forming part of any public street or alley. The City Engineer the property affected improvement as descri to be assessed to pay diagram to be made as SECTION THREE is hereby directed to make a diagram of or benefied by the proposed work or bed in this Resolution of Intention, and the costs and expenses thereof, said required by law. SECTION FObR The said Board of Trustees determines that serial bonds shall be issured to represent each assessment of $25.00 or more for the costs of said work or improvement; said serial bonds extend over a period of nine years from the 2nd. day of January neat succeeding the date of said bonds and shrill bear interest at the rate of seven per centum per annum, and an even annual proportion of the principal sum thereof shall be payable by coupon on the 2nd day of January of each year after their date until the whole is paid,and the interest shall be payable semi - annually by coupon on the second days of January and July respectively of each year at the rate of seven per centum per annum on all sums unpaid until the whole of said principal and interest have been paid. SECTION FIVE It is hereby determined and notice is hereby given that any and all persons having an objection to the proposed work or improvement above mentioned, may appear before the said Board of Trustees on the 23rd. day of June, 1919, at the hour of 7:3C o'clock p.m. of said day at the regular meeting place of said.Bo.ard of Trustees in the City Hall of said City of Newport Beach, and show cause why said proposed improvemnet not be carried out in accordance with this resolution. -4- 1 2 3 • 4 • 5 6 . 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 • SECTION S1X All of the proceedings for the aforsaid improvement and for the issuance of said bonds shall be taken under and in accordance with the provisions of an Act of the Legislature of the State of California, known and designated as the "Improve- ment Act of 191111, and all acts amendatory thereof. SECTION SEVEN The City Clerk shall certify to tiie passage of this Reso- lution and shall cause Newport News, a weekly circulated in the said daily, or semi- weekly circulated within said for that purpose. the same to be published twice in the newspaper, printed, published and City of Newport Beach (there being no .iewspaper so published, printed and City), and which is hereby designated Passed by the Board of Trustees of the City of Newport Beach at their regular meeting held on the 2rd day of June, 1919, and approved by the President of said Board on the 2nd day of June, 1919.
