A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF NE^PORT BEACH ADOPTING SPECI- FICATIONS NO. 38 FOR THE CONSTRUCTION AND INSTALLATION OF CONDUITS AND POSTS FOR ORNAMENTAL LIGHTING IN THE CITY OF NEVPORT BEACH. - - - - - - - -0- - - - - - - - Be it resolved by the Board of Trustees of the City of Newport Beach that the following specifications, to be '_mown as Specifications No. 38, for the construction and installation of conduits and posts for ornamental lighting in the City of Newport Beach, be and the same are hereby adopted. 1. The work herein provided for is to be done in ac- cordance with the plans and profiles on file in the office of the City Engineer of the City of Newport Beach, and all work shall, during its progress, and on its completion, conform to the lines and grades which may from time to time be given by said City Engineer. 2. WORK TO BE DONE. 1. To furnish all material includins posts, foundations, conduit, cable, lamps, globes, and all other suitable or necessary appliances for the installation of the system. 2. To furnish all labor necessary, lay conduits, install cable, erect and equip the posts, and place the system in complete operating condition. 3.. All the above in accordance with these specifications and plans in the office of the City Engineer, and all •uo the satis- faction of the Street .superintendent. III. ORNAVENTAL LIGHTING. POSTS. 1. The posts shall be single light standards, of granite concrete in accordance with the design and construction shown upon the plans. Single schedule series system, 100 CP, 6.6 Ampere lamps in 81' x 161' round globes sini;le light posts. No. 6 cambric insu- lted lead covered cable, 3/411 conduit, unless otherwise shown upon the plans. These standards shall be composed of the following materials: 2. CONCRETE: 1 part by treasure of Standard Portland Cement. 3 parts by measure of clean, washed sand and gravel, - which will pass through a 1/411 mesh screen. and be retained upon a screen having 60 meshes to the lineal inch when screened dry; and said sand and gravel shall not exceed in proportion one part sand 7W, and two parts gravel. The gravel must be hard and of durable quality. 3. REINFORCING OF STANDARDS: The standards shall be reinforced withh fourT _Fl%4" steel rods extending vertically from - 1 - S • cop to bottom of standard and be equally spaced around the shaft at least one (1) inch from the outside surface. The top of the re- inforcing rods shall be arranged so that a cast brass shade holder can be fastened thereto, and the bottom of the reinforced rods shall be arranged so that anchor lugs are fastened thereto and cast into the base of the standard for fastening the same to the foundation as shown upon the plans. 4. CASTING OF STANDARDS: The reinforcing of standards as described, and the a& .regate of cement, gravel and sand-. as herein specified, after having been mixed with sufficient water to permit pouring same into forms. After forms are filled the same shall be securely locked into a machine which will revolve the forms and so compact the concrete that at the end of 30 minutes the standard shall be capable of sustaining its own weight without changing shape. And the same shall contain a hollow core not less than 21' in diameter extending from end to end, the wall of which shall be concentric with the outside surface of the standard. No metal cores shall be allowed. 5. REINFORCING RODS: The steel reinforcing rods shall have a tensile strength of not less than 55,000 pounds to the square inch, and an elastic limit of not less than 35,000 pounJ%s to the square inch, and shall show no signs of fracture when bent around a rod of its own diameter. 6. ERECTION OF STANDARDS: The foundation must be allowed three 3 days to set before the standards are erected thereon, and the base of the standards shall be set 12" inside of the street face of the curb, unless otherwise shown upon the plans. The standards must be plumb and in line, and upon a uniform height above the plane of the sidewalk. After the standards are plumbed upon the foundation, the base must be given a uniform bearing by grouting with mixture of one part cement and two parts sand, and the foundation bolt nuts must be protected from grout before being covered to the uniform height of the plane of the sidewalk where sidewalk is in place, and if no sidewalk is in place, to the top of the curb. IV. CONCRETE FOUNDATION AND PLACING OF POSTS. 1. The posts are to rest upon a concrete foundation twenty -four inches square at the top, laid to sidewalk grade thirty (30) inches square at the bottom, with a thickness of twenty -four inches, except otherwise shown upon the plans; four (4) three - quarter (3/4) inch bolts, twelve (12) inches long with cast iron ^asher three (3) inches in diameter, are to to embedded in the con- crete, projecting two (2) inches above its surface, and are to be held in place by a template of the hales in the bottom of the post. Concrete foundations *without lamp posts will be installed »There shown upon the plans. 4' . 2. The concrete for the foundation shall be composed of one (1) part by measure of Portland Cement, two (2) parts by. measure of sand,or stone screenings, foul (4) parts by measure of broken stone or screened gravel, .-which will pass through a one and one -half (1 1/2) inch ring and be retained on a one - quarter (1/4) inch mesh screen. The cement used on the work shall be Portland Cement, passing the requirements for cement and cement tests, under the conditions prescribed in Specifications C9 -17 adopted by the American Society for Testing Materials in 1916. 3. The concrete shall be thoroughly mixed and incor- porated while dry so as to form a homogeneous mixture of the in- gredients. Then the water shall be added in sufficient quantities co as to produce a uniformly and thoroughly wet mass. While being watered, the whole mass shall be turned at least twice more. The concrete thus prepared shall be immediately placed in the form and thoroughly tamped until water appears upon the surface. The top of the concrete base shall be floated and troweled smooth. The foundation must be given at least seventy -two (72) hours to set before the post is placed thereon. The center of the posts shall be set twenty -one (21) inches from the curb face, unless otherwise shown upon the plans or in the Resolution of Intention. They shall be plumb and in line, and of the same relative height above the curb. After plumbing the posts upon the foundations, the base must be given a uniform bearing by Fouting with a mixture of one (1) part Portland Cement and two (2) parts sand, the grout being thin..,enough to flow. V. CONDUIT. 1. Conduit and conduit bends furnished shall be sher- idized iron conduit, and shall be three - Quarters (3/4) inch inside diameter, unless otherwise shown upon the plans, radius of bends to be not less than eight (8) inches. 2. All conduit threads are to be treated with graphite pipe paste before screwing together, and are to be out together absolute- ly water tight. Care must be taken to see that the pipe connections are good electrically. 3. The ends of each length of pipe shall be reamed on the inside. Care must be taken to prevent any obstruction remain- ing in the pipe which would injure the cable when being pulled in. 4. All ends of conduit, to be sealed with wood plugs during conotruction to prevent moisture and foreign material enter- ing. Conduit ends terminating in each lamp post are to be equipped with pipe bushings, and extend up into the post as far as the bottom of the hand hole. No junction boxes of any kind shall be used under ground. 5. In parkways all conduit shall be laid not less than twelve (12) inches below the top of the curb, and at street inter- sections shall be laid not less than twenty -four (24) inches below _ the finished grade of the street, except when laid beneath a con - crete gutter or permanent pavement, in which case the conduit shall be at least twelve (12) inches below the finished grade.. Conduit shall be laid between the sidewalk and curb, or between the side- walk and nearest property line of the street in cases where the sidewalk joins the curb except otherwise shown upon the plans. - 2 - Ask i 6. Tfie conduit system is to be installed in a loop system from post to post. 7. At the feed -in points conduit shall be run from the posts at each end of the system to the service pole as shown on plans, and up the pole thirty -five feet. Ends of conduit up pole to be equipped with pipe bushings. Conduit up pole to be covered with fiber conduit and securely strapped to the pole. 8. Conduits terminating in each post shall be electric- ally connected to each other, with a copper ground strip, equiv- alent in area to a No. 6 B. & S. Gauge copper wire; the ends of conduit to be thoroughly cleaned before ground ship is put on. VI. CABLE. The cable used is to be what is known as varnished cam- bric lead covered cable. All cable must conform to the following specifications. 1. Conductors. The cable is to be single conductor number six (6) B. & S. gauge, stranded. 2. Conductivity. The conductivity of all conductors shall not be less than ninety -eight (98) per cent of that of pure copper. 3. Insulation. The insulation shall consist of var- nished cambric. It must be homogeneous in quality, free from holes and defects, and applied helically, evenly and tightly to the conductor. There shall be three - thirty seconds (3/32) inch varnished cambric around the conductor. 4. Sheath. The sheath shall consist of lead and must be homogeneous in quality, free from holes and defects. The sheath shall have an average thickness of not less than one - sixteenth (1/16) inch and a minimum thickness of not less than ninety (90) per cent of the required average thickness. 5. Voltage Test. Cable shall withstand three thousand (3000) volts, alternating E.M.F. between conductor and sheath for five (5) minutes. 6. Installation of the Cable. (a) The cable is to be installed in the conduit in a loop system from post to post. The.ends of cable terminating in each post are to extend up into the post to the series socket terminals so that there will be no splices in the cable, except in cases where the posts of the old multiple system are in place. In such cases they shall be spliced in the base of the posts to No. 8 Cambric Covered Duplex Conductor and suitable potheads installed. (b) Cable ends terminating in each lamp post are to be equipped with potheads, and to be filled with an insulating com- pound. The ends of all cable shall be sealed by soldering until the potheads are installed to prevent moisture from entering the cable. (c) Where cambric covered duplex is used in a lamp post the conduit shall be sealed and made water tight with the use of - 3 - 4 r oakuri and insulating compouna at trrie top. Posts are to be connected up so as to form complete series circuits as shown on plans, except as otherwise indicated on said plans. (d) One cable shall be run from each end of each under- ground system at feed points to service pole and up the pole to a point twelve (12) inches above the end of the conduit. (e) The ends of all cables up poles shall. be equipped with suitable outdoor type potheads. (f) The sheaths of all cables in the base of each post are to be connected together with a copper ground strip and this strip bonded to the conduit. VII. POST WIRING. 1. The posts shall be wired for one circuit. VIII. SOCKETS, LAMPS AND GLOBES. 1. Each post shall be.equipped with one (1) General Electric series film cutout socket and socket holder, or its equivalent. 2. The contractor shall furnish and install on each post one type "C" 6.6 amp. Mazda Lamp. Candle Power as specified on plans. 3. Globes used are to be "Radiant Glass" diffusing ball globes, sixteen (16) inches in diameter, fitted for eight (8) inch holder. IX. EXCAVATION AND BACK - FILLING 1. The excavation required for the installation of con- duit for lamp posts etc. shall be done in such a manner as to cause the least injury possible to the grass, trees, palms or flowers, etc. in the parkways. The dirt shall be piled in the gutter and not uponithe parkway unless the parkway is unimproved with grass, flowers, etc. 2. After the trench has been back - filled, it shall be flooded with water and thoroughly settled, andy surplus dirt shall be removed and the surface of the ground left smooth and level with the top of the Curb. X. RESTORING STREET SURFACE. AND CEMENT WORK. 1. Improved Streets. In all paved., macadamized, oiled or otherwise improved streets, the surface over the trench shall be finished by the contractor with the same roadway material that was removed in excavating the trench. 2. Reconstructing Curbs, Gutters and Sidewalks. The reconstruction of cement curbs, drain spouts, gutters, pavements and sidewalks which are of necessity broken into by the installa- tion of posts and conduits shall be done by the contractor in con- formity with the City Specifications and ir. accordance with the fol- lowing additional requirements, namely, the curb, gutter and side- walk shall be removed to the next joint beyond the excavation required by the installation of said posts and conduits. - 4 - GENERAL RE UIR!,,EN'TS 1. WORK. The contractor shall, for the price bid, furnish all materials and perform all labor necessary to execute the work in ovory respect in a thorough, workmanlike manner, in accordance with the plans and specifications and to the satisfaction of the Street Superintendent. 2. MATERIALS AND SAMPLES. All materials must be of specified quality and fully equal to samples when samples are required. The Contractor shall furnish to the City Engineer for test, whenever called for and free of charge, samples of all materials proposed to be used in the work. Rejected materials must be immediately removed from the work by the Contractor and shall not be brought again upon the work. 3. LABOR The Contractor shall employ competent foreman, laborers and mechanics. Any overseer, superintendent, laborer, or other person employed -on the work by the contractor, who is intemperate, incompetent, or who shall perform his work in a manner contrary to these specifications shall not again be employed on the work. In the absence of the Contractor from the work, whether permanent or temporary, he must provide and leave a competent and reliable agent or foreman in charge. All notices, communications, orders or instructions given or sent to or served upon such agent or.foreman shall be taken as served upon the Contractor. 4. EXAMINATION OF GROUND. Bidders must examine and judge for themselves as to the location of the proposed work, the nature of the excavation to be rude, and the work to be done. 5. SETTING STAKES. The Contractor shall give twenty -four (24) hours notice in writing when he will require the service of the City Engineer for laying out any portion of the work. He shall dig all stake holes necessary to give lines end levels. The Contractor shall preserve all stakes set for the lines, levels or measurements of the work in their proper places until authorized to remove them by the City Engineer, and any expense incurred in replacing said stakes which the Contractor or his subordinates may have failed to preserve shall be borne by the Contractor. 6. PLANS AND SPECIFICATIONS. The_Contractor shall keep upon the work a copy of the plans and specifications, and access thereto shall at all times be accorded the Engineer or Inspector. 7. INSPECTORS. The Contractor shall prosecute the work only in the presence of an engineer or an inspector appointed by the Street Superintendent, and any work done in the absence of.said engineer or inspector will be subject to rejection. The Contractor shall furnish the engineers and inspectors reasonable facilities for - 5 - 10. CITY ORDINANCES The Contractor shall observe all the ordinances of the City of Newport Beach in relation to the obstruction of streets, keeping passageways open and protesting the same where they are exposed or are dangerous to travel. 11. BARRIERS, LIGHTS, ETC. The Contractor shall take all necessary mersures to pro- tect the work and prevent accidents during construction. He shall provide and maintain all necessary barriers, guards, temporary bridges, watchmen and lights. 12. CROSS STREETS. No more than one cross street shall be closed at one time. 13. PUBLIC UTILITIES AND HOUSE CONNECTIONS. In case it should be necessary to move the property of any owner of a public utility or franchise, such owner will, upon proper application by the Contractor, be notified by the Street Superintendent to move such property within a specified reasonable time, and the Contractor shall not interfere with said property until after the expiration of the time specified. The right is reserved to the owners of'public utilities and franchises, to enter upon the street for the purpose of making repairs or changes of their property that may be made necessary by the work. The City shall also have the privilege of entering upon the street for the purpose of repairing sewers, water pipes, or other pipes or conduits, or making house connections therewith, or repairing culverts or storm drains. The Contractors shall not disturb any sewers or house connection sewers or other house connections that may during con- struction be found located in any place that is to be occupied by some portion of the work which is to be constructed under his con- tract, or which occupy any portion of the trench or tunnel which it is necessary for him to excavate in prosecuting the *;ork, un- less he first obtains from the Street Superintendent or Inspector a permit in --citing so to do. Unless otherwise indicated on the plans, or unless per- mission is granted by the Street Superintendent or Inspector for their removal or o ther disposition, all house connections shall be maintained by the Contractor and shall not be disturbed or dis- connected by him during the progress of the work. obtaining such information as they desire respecting the progress. and manner of the work and the character of the materials. 8. PRESERVATION OF MONUMENTS. The Contractor shall not disturb any monuments or stakes found on the line of the improvements until ordered by the City Engineer, and he shall bear the expense of resetting any monuments or stakes which may be disturbed without orders. 9. REMOVING OBSTRUCTIONS. The Contractor shall remove all trees, stones, debris and other obstructions that may be encountered in making said improvements. 10. LOSS OR DA11AGE . All loss or damage arising from any unforseen obstruc- tion r either natural or artificial, or other difficulties which may j be encountered in the prosecution of the work, or from any action irsk, of the elements, prior to li.nal acceptance of the work, or from any act or omission rot authorized by those specifications, on the part of the Contractor, or any agent or person employed by him, shall be sustained by the Contractor. 15. DEFECTIVE WORK. No work which may be defective in its construction, or deficient in any of the requirements of these specifications will be considered as accepted in consequence of the failure of any officer of the City or Inspector connected with the work to point out said defects or deficiency during construction, and the Con- tractor shall correct any imperfect work, whenever discovered, before a final acceptance of the work. 16. PROTECTION OF WORK AND CLEANING UP. The Contractor shall care for all work until final completion and acceptance. He shall remove all surplus material and rubbish from the work after its completion and before he makes application for the acceptance of the work. 17. FINAL INSPECTION. The Contractor shall notify the Street Superintendent when he desires a final inspection of the work, when the lat•':er will, as soon as possible, make the necessary examination, and if the work is found in compliance.with these specifications, the Street Superintendent will furnish the Contractor with a certifi- cate to that effect. 18. ALLOWABLE VARIATION. when.in the specifications a maximum and minimum, either in size, percentage or thickness, or relating to quality or char- acter or other matter, is allowed or prescribed, the work shall be accepted as in compliance therewith if within such maximum or min- imum so allowed hereov. 19. DEFINITIONS. Whenever the word "City" is -used in these specifications it refers to the City of Newport Beach, California. �• when the word "Contractor" is used in these specifica- tions it'refers,to the party or parties of the second part in the agreements for the construction of the work herein specified. Whenever the words "Street Superintendent" or "City Engineer" are used in these specifications, they refer respecti• rely to the Street Superintendent or the City Engineer of the City of Newport Beach; or their authorized agents or inspectors.
