WHEREAS, it has been called to the attention of the City Council of the City of Newport Beach that a certain Bill known as Assembly Bill No. All is now pending before the California Legislature, in which bill it is provided among other things that elementary school districts lying within high- school districts, shall be consolidated; and WHEREAS, if said Bill becomes a law, the elementary school district of Newport Beach, now lying entirely within.the corporate limits of the City of Newport Beach, will be consoli- dated with the Costa Mesa Elementary School District; and WHEREAS, if such consolidation were made, it would create an unequal tax burden and would cause the City of Newport Beach to pay more than its just proportion of the taxes for the maintenance of schools within said proposed consolidated distric as there are more children of elementary school age in the elementary school district of Costa Mesa than there are in the elementary school district of Newport Beach, and further the assessed valuation of Newport Beach is approximately °� times greater than the Costa Mesa Elementary School District, which would mean that the City of Newport Beach would pay approximately times more taxes and would receive less benefit therefrom than the Costa Mesa elementary school district; and WHEREAS, tax delinquencies are more than twice as great in the Costa Mesa Elementary School District than they are in the Newport Beach Elementary School District, which means that the school tax rate would have to be increased in order to take care of these delinquencies, which burden would fall upon the•tax payers of the City of Newport Beach. -1.. 1 NOSH, THEREFORE, BE IT RESOLVED: That the City 2 Council of the City d Newport Beach go of record as being 3 Inalterably opposed to said Assembly Bill No. �_ as 4 aforesaid, and to any Bill which would consolidate the Newport ` 5 Beach Elementary School District with any other school district; g and 7 BE IT FURTHER RESOLVED: That the City of Newport 8 Beach protest the passage of said Assembly Bill No. 0--- -, or g any other bill of like nature which would compel the elementary 10 school district of Newport Beach to be consolidated with any ii other school district; and 12 BE IT FURTHER RESOLVED: That such legislation, or 13 any other legislation, which would compel the consolidation of 14 elementary school districts would be unfair, discriminatory and 15 unjust in so far ad the City of Newport Beach is concerned; and is BE IT FURTHER RESOLVED: That a certified copy of this 17 Resolution be sent to the Honorable Nelson T. Edwards, the 18 Honorable Ted Craig and the Honorable James B. Utt; and 19 BE IT FURTHER RESOLVED$ That the City Council petition 20 and do hereby petition said representatives from the County of 21.
