B. B.& <br />and <br />WHEREAS, the City of Newport Beach has no means of using <br />said water at the present time and said crater can only be used <br />by the laying of pipe lines and the acquiring of rights of way <br />and other equipment necessary to make said water available for <br />the use of the residents of the city of Newport Beach; and <br />WHEREAS, in the opinion of the city council of the City <br />of Newport Beach the need to obtain said water immediately for <br />the use of said city is necessary, and said City Council does not <br />have time to advertise for bids for the doing of the necessary <br />work, in order that said water may be brought into the City <br />and used by the.residents thereof; and <br />WHEREAS, it is further the opinion of the City Council <br />of the city of Newport Beach that the contamination of said <br />crater supply and the inability to contract definitely for a Crater <br />supply, constitutes and is a great public calamity and an <br />emergency exists by reason thereof. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />
