• <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />poll <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />• 30 <br />31 <br />32 <br />ROLAND THOMPSON <br />ATTORNCY AT LAW <br />SANTA ANA, CALIF. <br />RESOLUTION NO. � 0 <br />WHEREAS, during the past week the waters of the Pacific <br />Ocean at high tide have overflowed their banks between 12th <br />Street and 19th Street in the city of Newport Beach; and <br />WHEREAS, considerable damage has been done to the City <br />Streets and other properties of the city of Newport Beach, by <br />reason of said high tides between the points designated in said <br />city of Newport Beach, and much private property in addition <br />thereto has been imperiled by reason of said overflow; and <br />WHEREAS, it is incumbent upon the City of Newport Beach <br />to protect its streets and other public properties, and private <br />properties of others, by erecting a proper embankment to keep the <br />waters of the Pacific Ocean in its proper confines; and <br />WHEREAS, it is necessary that work be done immediately <br />for the purpose of erecting an embankment against the overflow <br />of the waters of the Pacific Ocean at high tide, and there is <br />no time for advertising for bids for the doing of said work <br />as provided for by law; and <br />WHEREAS, it is the opinion of the City Council of the <br />City of Newport Beach that the high tides of the Pacific Ocean <br />the overflow of water therefrom into and onto the streets and <br />other public properties of the city of Newport Beach, and the <br />private properties of others, constitutes and is a great public <br />calamity and by reason theredf an emergency exists. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the city of Newport Beach that the public interest and necessity <br />demand the immediate expenditure of public money to safeguard <br />life, health and property in the city of Newport Beach, from the <br />high tides of the Pacific Ocean, between 12th Street and 19th <br />
