WHEREAS, the City of tlewport Beach is organized and
5 existing under a Charter adopted under the provisions of Section
Eight of Article Eleven of the Constitution of the State of Cali -

7 fornia, which Charter was duly ratified by a majority of the
8 electors of said City at a special municipal election consolidated
9 with the direct primary election held therein on the 8th day of
10 June, 1954, and approved by the Legislature of ,the State of Cali-
11 fornia (Chapter 1 of Resolutions, 1955.Session of the California
12 Legislature) and by resolution of said Legislature filed with the
13 Secretary of State of the State of California on the 7th day of
14 January, 1955; and
16 WHER&W, pursuant to the provisions of Section Eight of
Article Eleven of the Constitution of the State of Californiag

17 the Legislative Body of the City of Vewport Beach, namely, the
18IJCity Council of said City does on its own motion and pursuant to
19 the provisions of Section Eight of article Eleven of the Con -
20 stitution of the State of California, propose to the electors of
21 the City of Iiewport Beach a certain amendment to the Charter of
.2211the City of Newport Deachi which amendment is in words and figures
23 as follows, to wit;
24. "Section 7060 Planning Commission. Nembers,
25 There shall be a Planning Comaisslon consisting
26 of nine members. The City Engineer and City At-
27 torney, or their assistants, shall meet with and
N28 participate in the discus §ions -of the Planning Com-
• 29 mission but shall not have a vote."
