WWC:mec <br />5/27/58 <br />RESOLUTION NO. 4819 <br />\" A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />NEWPORT BEACH ESTABLISHING POLICIES RELATING TO <br />ON- STREET AND OFF- STREET PARKING THROUGHOUT THE <br />CITY <br />WHEREAS, residents and businessmen have formally and <br />1 1^ '✓ <br />informally submitted a variety of requests for action by the City <br />concerning parking; and <br />WHEREAS, the City Council has examined the current <br />status of on- street and off - street parking facilities through- <br />out the City; and <br />WHEREAS, the orderly development of on- street and off- <br />street parking facilities requires the application of uniform <br />and consistent policies by the City government; and <br />WHEREAS, the City Council considers the following find- <br />ings and objectives to be valid and in the public interest; <br />1. Adequate parking in business areas is necessary <br />for the economic health of the businesses and the City; <br />2. There is a current and urgent need for the orderly <br />development of both on- street and off - street parking in the <br />various business districts of the City; <br />3. Use of parking meters to promote curb parking <br />turnover is preferable to the less effective, less efficient <br />and more costly system of posted time limits and tire - marking <br />patrols; <br />4. The provision for off - street parking in business <br />districts is the responsibility of owners of business <br />property and businessmen, and such owners and businessmen <br />should take the initiative in creating such parking since <br />they are the primary beneficiaries; <br />5. Formation of parking districts under State ena- <br />bling legislation whereby the cost of parking improvements <br />is borne and equitably distributed among benefitting prop- <br />erties is a desirable and workable solution to business <br />parking needs and will be encouraged by the City; <br />
