WITH JOHN 3 Q. UPTON FOR TELEPHONE COMMUNICATIONS CONSULTING SERVICES • 4 :p 4 5 WHEREAS, John Q. Upton has submitted to the City a pro - 6 posal to carry out certain telephone communication consulting 7 services; and g WHEREAS, said proposed services, as set forth in the 9 attached agreement labeled Exhibit °PAS° and by this reference made 10 a part hereof, will provide the City with desirable information as 11 to the present and future usage of the City's telephones; and 12 WHEREAS, the City Council has reviewed said proposal 13 and finds that it is in the best interest of the City; 14 NOW, THEREFORE, the City Council of the City of Newport 15 Beach does resolve as follows: 16 1. That the attached agreement with John Q. Upton, 17 labeled Exhibit "AB1, is approved. 18 2. Consultant will condu,--t at complete inventory and 16 audit of the present telephone facilities now in service within 17 and between existing City buildin s to verify the authenticit, of 18 present and past telephone company charges and millings. 19 2. Consultant will analyze the currently existinL,, tele- 20 phone facilities, Including, but not limited --o, the switchboard 21 system, trunIk. and tie-in lines, station equipment, etc., to 22 determine the practicability and necessity therefor under present 23 cperatin.- conditions and related personnel requirements. Said 24 analysis shall also include a determination as to necessary future 25 telephone facilities of City at the existing City Hall location. 26 3. Consultant will review present toll and messa,&e unit 27 charges for the purpose of formulating a recoLzuendation as to 28 Methods to be used in BaviA�T, money thereon, and shall submir. a 29 report containing said review and rezommendations. This review 30 clLall iacllude, but -not be limited to, suggestions to geographically 31 improve the capabilities of ztic City's type cy outgoing, and incoru- 32 ir°4 -telephone traffic.
