RESOLUTION N0, 6656
A RESOLUTION OF THE CITY COUNCIL OF THE'CITY OF
NEWPORT BEACH EXPRESSING ITS SUPPORT IN PRINCIPLE
FOR THE CONCEPT OF SHARING OF FEDERAL TAX REVENUES
WITH STATE AND LOCAL-GOVERNMENTS.
WHEREAS, state and local governments are facing a
• severe deficiency of tax revenues needed to meet increased
needs for public services and capital improvements-, and
WHEREAS, present federal aid programs to state and
local governments include burdensome restrictions on the man-
ner in which said funds may be allocated-, and
WHEREAS, the only apparent way to substantially reduce
property taxes and still enable the state and local governments
to respond effectively to the problems facing them is by the
implementation of a tax sharing plan-, and
WHEREAS, the California Legislature, by enacting
Assembly Joint Resolution No. 29, has called upon the United
States-Congress to enact a tax sharing program with consider-
ation being given to the following alternatives- Tax rebates,
unrestricted block grants, federal tax credits against state
and local taxes or a transfer of tax sources from the federal
to the state and local levele
NOW, THEREFORE-, BE IT RESOLVED by the City Council of
the City of Newport Beach that the Council endorses the concept
of federal tax sharing and requests that the Congress of the
United States enact into law a tax sharing program.
ADOPTED this 9th day of October 19677.

City of Newport Beach, California, at a regular meeting of said City Council
held at the regular meeting place thereof, on the 9th day of October , 1967,
by the following vote, to wit:
