HomeMy WebLinkAbout6925 - Orange County Harbor DistrictRESOLUTION N0, 6925 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH STATING ITS POSITION CONCERNING THE PROPOSED DISSOLUTION OF THE ORANGE COUNTY HARBOR DISTRICT 0 WHEREAS, the League of Orange County Cities has taken the position that the Orange County Harbor District should be dissolved and that the functions of.the District should be undertaken by a separate department of the County government; and WHEREAS, on October 15, 1968, a committee made up of representatives from the League of Orange County Cities submitted a report containing a recommended procedure and schedule to accomplish the dissolution of the Harbor District; and WHEREAS, this City Council recognizes that there is strong support for the proposed dissolution of the Harbor District by the Cities of Orange County; and WHEREAS, the City of Newport Beach is in a unique situation in comparison with other cities in Orange County due to the fact that Newport Harbor is located within its city boundaries; and WHEREAS, more than half of the area of Newport Harbor is made up of tidelands granted by the State to Orange County; and WHEREAS, Newport Harbor presently serves the recreational needs of people from the entire County of Orange and will provide substantially more regional recreational benefits upon completion of the development of Upper Newport Bay; and WHEREAS, if the Harbor District is dissolved, the City of Newport Beach must be prepared to assume responsibility for enforcement of boating regulations, fire protection, harbor cleaning and sanitation services presently provided in Newport s r t Harbor by the Harbor District; and WHEREAS, it is reasonable for the City of Newport Beach to recei-,e financial participation.by Orange County in direct proportion to the regional benefits offered by the harbor; NOW, THEREFORE, BE IT RESOLVED by the City Council of the • City of Newport Beach that: 1. The City Council hereby commends the members of the League of Orange County Cities for their efforts to provide an integrated approach to regional recreational facilities and services; 2. The City of Newport Beach is presently providing services and capital improvements in Newport Harbor which are of regional benefit. In the event of dissolution of the Harbor District, the City must be prepared to assume responsibility for the operating services presently provided by the Harbor District which will result in a substantial increase in the City's financial contribution to this regional recreational facility. 3. It is essential that the City be reimbursed by the County for expenditures by the City to provide harbor facilities and services which produce regional benefits ADOPTED this 27th day of January , 1969.
