A RESOLUTION OF THE CITY
NEWPORT BEACH REQUESTING
TO ENACT LAWS TO PROVIDE
UNPRODUCTIVE OIL LEASES,

FOR THE TERMINATION OF
AND FURTHER REQUESTING

WHEREAS, there is an oil field located adjacent to the
northwesterly boundary of the City of Newport Beach; and
WHEREAS, the development of oil fields can lead to the
existence of unproductive oil wells and leases; and
WHEREAS, fee owners of such properties must pay property
taxes and mortgage installments, without receiving adequate
royalties; and
WHEREAS, the fee owner frequently cannot obtain clear
title to the property without paying an excessive amount of money
to'the oil lessee, which sum has no relation to the value of the
lease for oil production; and
WHEREAS, such situation is not only unfair to the fee
owner, but also is harmful to the public interest because it
inhibits the property from being devoted to its highest and best
use and has a blighting effect upon the community; and
WHEREAS, this same problem is shared by other California
cities which have oil fields within their boundaries, and is an
urgent matter of statewide interest;
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Newport Beach as follows:
1. The State Legislature is requested to enact statutes
which will provide for the involuntary termination of relatively
unproductive oil leases and the release of the surface rights to
the fee owners;
2, The League of California Cities is requested to
support such legislation;

3. The City Clerk is hereby directed to send copies
of this resolution to the City's representatives in the Legis-
lature, the League of California Cities, and to other cities
throughout California which have an interest in this problem.
