RESOLUTION NO. 8214
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ENDORSING THE SERVICES OF THE
ASSESSMENT TREATMENT SERVICES CENTER AND
ENCOURAGING THE COUNTY OF ORANGE TO PROVIDE THE
NECESSARY FUNDING
WHEREAS, the local Assessment Treatment Services Center
(ATSC) was developed as an alternative to the Juvenile Justice System
to provide guidance and treatment to emotionally and behaviorally
disturbed juveniles, without formal processing by the courts; and
WHEREAS, in the approximate two years of its operation,
the ATSC has demonstrated a high degree of success in effectively
assisting young people with problems and maintaining an excellent
working relationship with the Police Department; and
WHEREAS, the ATSC is currently funded by a demonstration
grant from the California Council on Criminal Justice and Orange
County Probation Department, which funding program is scheduled to
expire on December 31, 1974; and
WHEREAS, the County of Orange is considering discontinuing
funding the program after the federal grant lapses;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby encourages the County of Orange
to continue the funding for the Assessment Treatment Services Center
beyond the December 31, 1974 funding expiration date;
BE IT FURTHER RESOLVED that the City Clerk is directed
to forward a copy of this resolution to the other cities in Orange
County, urging their participation and cooperation in encouraging
the County to continue the Assessment Treatment Services Center;
BE IT FURTHER RESOLVED that the City Representative to
the Intergovernmental Coordinating Council of Orange County request
the ICC to institute studies regarding the feasibility of continued
operation of the Assessment Treatment Services Center.
