A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE DUTIES AND
RESPONSIBILITIES OF THE BICENTENNIAL CITIZENS
ADVISORY COMMITTEE
WHEREAS, the City Council has established an Ad Hoc
Committee to coordinate the plans for the observance of the
Nation's two hundredth anniversary; and
WHEREAS, said Committee will be known as the Newport
Beach Bicentennial Citizens Advisory Committee; and
WHEREAS, it is the purpose of this resolution to
establish the responsibilities and objectives of the Bicentennial
Committee;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Newport Beach that the duties and responsibilities
of the Bicentennial Citizens Advisory Committee shall be as
follows:
1. The Bicentennial Citizens Advisory Committee shall
be comprised of seven (7) citizens with each councilman appointing
one (1) member who shall have full voting rights and one (1)
alternate who shall have voting rights in the absence of the
regular member. In addition, the following representatives will
act as liaison members on the Committee:
(a) Two members of the City Council;
(b) Two members of the Arts Commission;
(c) One member of the Planning Commission;
(d) One member of the Parks, Beaches & Recreation
Commission;
(e) One member of the Newport Harbor Chamber of
Commerce
2. A quorum of the Committee shall consist of at
least four (4) members.
3. The Committee shall meet at the call of the Chairman,
0 who shall be appointed by the City Council.
4. The Committee shall appoint necessary working sub-
committees.

5. in addition to the regularly held meetings, the
Committee shall meet at least once every three (3) months in
a Bicentennial Forum open to the public to review the Committee's
progress and obtain citizen input.
6. The Committee shall report to the City Council in
a Study Session meeting at least once every three (3) months on
its progress and the projects and activities which have been
planned or undertaken.
7. The Committee shall periodically publish a bulletin
in order to develop interest and give notice of dates and times
of upcoming events which will be distributed throughout the City.
8. The Committee shall act as the City's official
body to coordinate and carry out plans and events to commemorate
the Bicentennial Anniversary of the Nation in the Newport Beach
area.
9. The various programs, events and activities should
be in keeping with the patriotic theme surrounding this historic
celebration and should focus on love of country and respect for
its traditions
