RESOLUTION NO. 9689
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH CONCURRING IN THE COUNTY
SOLID WASTE MANAGEMENT PLAN
WHEREAS, the Nejedly- z'berg -Dills Solid Waste
Management and Resource Recovery Act of 1972 (hereafter
referred to as the Act) requires each county in cooperation
with affected local jurisdictions, to prepare a comprehensive,
coordinated solid waste management plan; and
WHEREAS, said Act also requires that such plan shall
be consistent with state policy and any appropriate regional
or sub - regional solid waste management plan; and
WHEREAS, said Act also requires that the county
solid waste management plan shall be subject to the approval
by a majority of the cities within the county which contain
a majority of the population of the incorporated area of the
county; and
WHEREAS, the County of Orange has prepared a plan for
solid waste management in conformance with the Act and on
January 26, 1976, submitted said plan to this City Council
for approval;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach has reviewed said plan, approves
the plan, and concurs in the following: (a) the objectives
set forth in the plan; (b) the method and organization for
implementation of the programs contained in the plan; (c) the
procedures for financing the recommended solid waste management
program; and (d) the role identified in the plan for the City
in implementing this cooperative effort for management of solid
waste in an economical and environmentally acceptable manner.

BE IT FURTHER RESOLVED, however, that the City
Council of the City of Newport Beach wishes to go on record
as opposing the proposed plan to close the Coyote Canyon landfill
disposal site and transfer the disposal operations conducted
at this site to the canyons north of the E1 Toro Marine Corps
Air Station, as stated in Chapter III, paragraph I, D, 3c.
Coyote Canyon Disposal Station (page 39) of the Solid Waste
Management Plan. Failure of the County to establish a transfer
station to serve the cities of Newport Beach, Costa Mesa and
Irvine could result in an annual increased expense to the City
of Newport Beach of approximately $175,000 for its refuse
collection operation due to the increased haul distance to
the canyons north of the E1 Toro MCAS.
BE IT FURTHER RESOLVED that the City Council of
Newport Beach wishes to commend those responsible for the
preparation of the Orange County Solid Waste Management Plan
as it represents a very comprehensive and professional effort.
