RESOLUTION NO. 8973 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH URGING THE CALIFORNIA COASTAL <br />COMMISSION TO DELAY ADOPTION OF THE DRAFT <br />REGULATIONS FOR IMPLEMENTATION OF THE CALIFORNIA <br />COASTAL ACT OF 1976 <br />WHEREAS, the California Legislature approved the <br />California Coastal Act of 1976 which became effective <br />January 1, 1977, hereinafter referred to as "the Act "; and <br />WHEREAS, Section 30620 of the Act provides that the <br />Commission shall adopt interim procedures for the submission, <br />review and appeal of coastal development permit applications <br />and claims of exemption; and <br />WHEREAS, Section 30001.5(e) of the Act encourages state <br />and local initiatives and cooperation in preparing procedures to <br />implement coordinated planning and development for mutually <br />beneficial uses, including educational uses, in the coastal zone; <br />and <br />WHEREAS, in Section 30004 of the Act, the California <br />Legislature found and declared that to achieve maximum responsive- <br />ness to local conditions, accountability and public accessibility, <br />it is necessary to rely heavily on local government and local <br />land use planning procedures and enforcement; and <br />WHEREAS, draft Regulations for Implementation of the <br />Coastal Act of 1976 dated January 3, 1977 were received by <br />the City of Newport Beach on January 7, 1977, which Regulations <br />amended, in a large degree, the draft Regulations distributed by <br />0 the Commission on December 2, 1976; and <br />WHEREAS, the Commission intends to consider and adopt <br />the draft Regulations at its meeting of January 12, 1977; and <br />
