A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF ORANGE TO RETURN
THE DRAFT EIR FOR ORANGE COUNTY AIRPORT TO THE
CONSULTANT FOR REVISION AND SUBSEQUENT RECIRCULATION
WHEREAS, the County of Orange has contracted with
the firm of Daniel, Mann, Johnson and Mendenhall to prepare
an environmental impact report covering the operation of the
Orange County Airport; and
WHEREAS, a draft of said environmental document has
been circulated by the County General Services Agency (GSA) for
review and comment; and
WHEREAS, the City of Newport Beach has conducted an
extensive review of the Draft EIR and has submitted its written
• comments to GSA on April 4, 1977; and
WHEREAS, the Orange County Planning Commission will
conduct a hearing on May 11, 1977, in order to receive public
comments on the Draft Airport EIR; and
WHEREAS, the City of Newport Beach has pointed out in
its analysis of the Draft EIR that the document fails to comply
with even the minimum standards of the National Environmental
Policy Act and the California Environmental Quality Act; and
WHEREAS, the City of Newport Beach proposes that prior
to May 11, in order to overcome these deficiencies that the
Board of Supervisors return the Draft EIR to the County's
isconsultant for extensive revision and subsequent recirculation;
and
WHEREAS, while these revisions are taking place, the
City of Newport Beach strongly urges that the Board of Supervisors

get on with the task of finding another suitable site to provide
adequate commercial air transportation for the residents of
Orange County.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby requests that the Board of
Supervisors for the County of Orange reject the Draft Environmental
Impact Report For Orange County Airport as being totally deficient
in substance and content.
BE IT FURTHER RESOLVED that the Board of Supervisors
return said environmental document to Daniel, Mann, Johnson and
Mendenhall for revision and recirculation when these deficiencies
have been corrected and that any hearings to receive comments
from the public be postponed until such time as the Draft EIR
for Orange County Airport complies with federal and state laws.
