RESOLUTION NO. 9499 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH REQUESTING ADOPTION OF STATE <br />LEGISLATION CREATING A NEW STATE HIGHWAY <br />DISTRICT CONTINGUOUS WITH THE BOUNDARIES OF <br />ORANGE COUNTY <br />WHEREAS, the County of Orange is presently included <br />within State Highway District and State Transportation <br />District 7, which also includes Los Angeles and Ventura <br />Counties; and <br />WHEREAS, the placement of California's two most <br />populous counties in the same CalTrans District has caused <br />severe financial hardships for Orange County; and <br />WHEREAS, approximately 8% of all the people within <br />the State of California reside within the County of Orange <br />and contribute a like percentage of all the gas tax funds <br />collected; and <br />WHEREAS, only 1.6% of the monies proposed for State <br />highway construction are within Orange County; and <br />WHEREAS, this obvious inequity could be remedied by <br />the formation of a new CalTrans District which is contiguous <br />with the boundaries of Orange County, <br />NOW, THEREFORE, BE IT RESOLVED that the 1979 State <br />Legislature is hereby requested to adopt legislation creating <br />a new State highway district consisting solely of Orange <br />County, with the provision that such district shall henceforth <br />receive an appropriate share of all funds to be expended for <br />the construction, maintenance and operation of State highways <br />0 within the County of Orange. <br />BE IT FURTHER RESOLVED that all members of the State <br />Legislature representing the County of Orange are hereby <br />
