n ' <br />1, <br />RESOLUTION NO. 9504 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH ESTABLISHING THE DUTIES AND <br />RESPONSIBILITIES OF THE LITTER CONTROL <br />CITIZENS ADVISORY COMMITTEE, AND RESCINDING <br />RESOLUTION NO. 8653 <br />WHEREAS, litter has become a major problem in the <br />South Coast area generally, and in Newport Beach specifically; <br />and <br />WHEREAS, nationwide efforts have helped to increase <br />public awareness of the program; however, no program exists <br />to implement change at the local level, <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Newport Beach that there is hereby established a <br />Litter Control Citizens Advisory Committee, to be comprised of <br />fourteen (14) citizens to be appointed by the City Council, <br />with each Councilman nominating two (2) members who shall have <br />full voting rights. Two members of the Parks, Beaches and <br />Recreation Commission shall be appointed by the Parks, Beaches <br />and Recreation Commission as liaison to the Committee. <br />BE IT FURTHER RESOLVED that: <br />A. The officers of said Committee shall be elected <br />by the Committee and be comprised of a chairman, a vice - chairman <br />and a secretary; <br />B. A quorum shall consist of one -third of any <br />currently serving membership, but not less than five (5) persons; <br />C. If an appointee is absent from three (3) consecu- <br />tive meetings, while not absent from the County, this fact <br />shall be reported to the appointing Councilman; <br />D. Any letter written by a member of the Committee, <br />representing the Committee or stating recommendations made or <br />
