RESOLUTION NO. 9657
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH EXPRESSING SUPPORT FOR THE
ALTERNATE 5 ALIGNMENT FOR THE WESTERLY END OF
THE SAN JOAQUIN HILLS TRANSPORTATION CORRIDOR
WHEREAS, the County of Orange is currently considering
alternative alignments for the proposed San Joaquin Hills Trans-
portation Corridor; and
WHEREAS, on August 28, 1979, in Resolution No. 9627,
the City Council of the City of Newport Beach has previously
expressed support for the Alternate 2 alignment at the westerly
end of the Corridor, together with a request for further in-
vestigation of the feasibility of Alternate 5; and
WHEREAS, Alternate 5 has been shown to have certain
technical advantages such as: less heavy grading, most direct rout-
ing, least vehicle miles traveled, and least fuel consumption; and
WHEREAS, Alternate 5 lies approximately 1,300 feet from
the nearest homes in the existing Harbor View Knoll community,
with the calculated 65 CNEL. line being approximately 1,200 feet
distant from the nearest homes; and
WHEREAS, based on a combined consideration of community
impacts and technical factors, the staff of the Orange County
Environmental Management Agency has expressed a preference for
Alternate 5 at the westerly end of the Corridor; and
WHEREAS, the City of Irvine is also vitally concerned
with the alternative alignments at the westerly end of the
Corridor; and
WHEREAS, the City of Irvine has expressed willingness
to consider support for Alternate 5; and
WHEREAS, it is recognized that interested parties will
have differing views regarding the acceptability of any given
alignment,
NOW, THEREFORE, BE IT RESOLVED that, in the interest
of cooperation and achieving uniform support for an acceptable
compromise alignment, the City Council of the City of Newport
Beach hereby supports the Alternate 5 alignment at the westerly end
of the proposed San Joaquin Hills Transportation Corridor;
subject to the City of Irvine also supporting the Alternate 5
alignment, and further subject to the remaining comments and
recommendations previously expressed in Resolution 9627.
ADOPTED this 9th day of October, 1979.
